RECOMMENDATION

Staff recommends the City Council discuss policy considerations regarding a potential permanent rent control and tenant protections program; and (2) direct the City Manager as Deemed Appropriate.


BACKGROUND

On June 24, 2019, City Council directed staff to return on August 12, 2019 with an urgency ordinance establishing interim rent control measures modeled after the Los Angeles County Temporary Rent Stabilization Ordinance, which would include, but not be limited to, a rent increase cap; just cause and no fault eviction provisions; a process for landlords to petition for relief from the rent increase cap in certain circumstances; a rental registry; and relocation assistance benefits. ...
