BACKGROUND/DISCUSSION
The Federal Emergency Management Agency (FEMA) of the Department of Homeland Security (DHS) administers the AFG program. The purpose of the program is to protect the health and safety of the public and firefighting personnel against fire and fire-related hazards. On December 16, 2021, staff applied for an AFG program grant to replace fire hose (189 lengths of varying sizes) and purchase new automated chest compression devices. On February 6, 2023, the DHS approved the Department’s application in full.
FISCAL ANALYSIS
The AFG program is a matching grant program and has a two-year period of performance. The total cost of replacement fire hose and the automated chest compression devices is $145,775. The Federal share awarded to the City is $132,522.72, and the local match is $13,252.28. Funding for the City’s share will be included in the budgets for Fiscal Year 2023-2024 and Fiscal Year 2024-2025. The City Council is asked to approve a budget amendment to appropriate the grant funding (requires a four-fifths vote.) $132,522.72 will be appropriated as revenue in Account #41445911.342165 (Assistance to Firefighters Grant) and as expenditure in Accounts #41445911.514600 (Small Tools & Equipment) and #41445911.732120 (Departmental Special Equipment).
