RECOMMENDATION
Staff recommends that the Cultural Affairs Commission (CAC) Public Art Subcommittee consider the information provided, and make recommendations regarding potential language changes to the CCMC relating to the Art in Public Places Program.
BACKGROUND/DISCUSSION
Sections 15.06.100 - 15.06.180 of the Culver City Municipal Code (CCMC) outline the requirements of the City’s Art in Public Places Program (APPP), including the Performing Arts Grant Program. The current program guidelines reflect language included in Ordinance 2013-003 adopted by the City Council on March 26, 2013. A copy of the CAC staff report for December 11, 2012 is attached hereto which summarizes the revisions incorporated at that time. Also attached for reference is a copy of Ordinance 2013-003.
The CAC Public Art Subcommittee has expressed a desire to make revisions to the guidelines with regard to criteria on which concepts for artworks are assessed. Suggested language changes were provided by former Commissioner Zoltan Pali which are attached hereto.
Additionally, the following areas require adjustments or have come up within the last few years as areas to examine for possible changes:
• Department/Division name changes due to reorganization of former Community Development Department and City Manager’s Office in the fall of 2022
• Percent for art allocation (currently at 1%)
• Exemption for covenanted low- and moderate-income and senior citizen housing
• Valuation of artworks
• Additional materials from applicant (developer) to ensure that APPP allocation is being invested in the commission of artworks
• Accessibility (ADA compliance)
• Sustainability
• Honoraria for panelists (for City commission of temporary or permanent art)
• Staffing qualifications for implementing the program
• Money from the Cultural Trust Fund to be spent so as to better align with current cultural programming needs and economic demands
Staff has completed research in many of these areas and will present an overview at the meeting for purposes of discussion and input from the Subcommittee. Staff asks that the Subcommittee review the materials attached hereto and come prepared with their thoughts on items included above and/or additional areas that they feel need addressing.
FISCAL ANALYSIS
Other than staff time, there currently is no fiscal impact associated with this agenda item.
