RECOMMENDATION

 

Staff recommends the City Council (1) award a contract in the amount of $323,165 to Concept Consultant, Inc., as the lowest responsive and responsible bidder, for the construction of Community Development Block Grant (CDBG) Sidewalk Uplift Replacement and Curb Ramps Project (CDBG Project Nos. 602297-21 and 602467-22), PS011 and PZ428; and (2) authorize the Public Works Director/City Engineer to approve change orders in an amount not-to-exceed $80,791.

 

 

BACKGROUND

 

On January 11, 2021, the City Council approved Community Development Block Grant (CDBG) fund allocation for Fiscal Year 2021-2022 which includes construction of new ADA curb ramps/walkway at Coombs Park, new ADA curb ramp at Irving Street/A Street and various sidewalk uplift replacements citywide. The CDBG project number associated with this funding allocation is 602297-21.

 

On December 13, 2021, the City Council approved CDBG fund allocation for Fiscal Year 2022-2023 which includes the sidewalk uplift repairs on Hannum Avenue, Slauson Avenue and the sidewalk adjacent to Tellefson Park. The CDBG project number associated with this funding allocation is 602467-22.

 

A drainage improvement project (to eliminate ponding) at Linwood E. Howe Elementary was identified at the intersection of Braddock Drive and Irving Place.  Improvements consist of installation of a new stormwater catch basin, the replacement of ADA curb ramps, and curbs and gutters. These improvements are non-CDBG participating and will be funded with City General Funds.

 

Since these projects are of similar scope and to streamline construction, the projects were combined into one set of bid documents. This approach ensures a cost-effective competitive bid. The construction plans for the CDBG projects were prepared by City staff.

 

 

DISCUSSION

 

Detailed scope per project is outlined below:

 

ADA Curb Ramps (CDBG Project No. 602297-21), PS011

 

The project scope includes the construction of four (4) ADA curb ramps at the following locations:

 

                     Coombs Avenue and Farragut Avenue on Coombs Park (3 ramps). In addition, a concrete walkway connecting the proposed curb ramps on the eastside of Coombs Park will be constructed to provide ADA access.

 

                     A Street and Irving Street (1 ramp)

 

Scope also includes sidewalk uplift removal and replacement at the following locations:

 

                     Mildred Avenue between Louise Avenue and Maxella Avenue

                     Berryman Avenue between McDonald Street and Port Road

                     1146 Westwood Boulevard and Barman Avenue at Veterans Park 

 

Sidewalk Uplift Replacement (CDBG Project No. 602467-22), PS011

 

The project scope includes replacing uplifted sidewalks at the following locations:

 

                     Sidewalk on the north side of Washington Place from Bentley Avenue to Tilden Avenue adjacent to Tellefson Park.

                     Sidewalk on the west side of Tilden Avenue from Washington Place to Tellefson Park driveway approach.

                     Sidewalk on the north side of Slauson Avenue between Hannum Avenue and 90 Freeway Ramp.

                     Sidewalk on the east side of Hannum Avenue between Slauson Avenue and Playa Street.

 

Since the sidewalk uplift is mainly attributed to parkway street tree root intrusion, existing parkway tree well expansion, curb and gutter reconstruction and driveway approach reconstruction are also part of the scope.  In addition, removal of 5 parkway street trees is part of the scope of work.  The City Arborist’s field assessment has recommended their removal due to leaning and decay.  Replacement parkway trees will be planted in place of the removed trees, and these replacements will conform to the Culver City Urban Forest Master Plan.  

 

Drainage Improvements at Braddock Drive/Irving Place, PZ428

 

The project scope includes improving the drainage on Braddock Drive and Irving Place with the:

 

                     Installation of grated stormwater catch basin with connection to stormwater main

                     Removal and replacement of curb ramps, and curbs and gutters

 

Construction Bids

 

On January 23, 2023, the City Council approved the plans and specifications, and authorized staff to publish a notice inviting bids for the project.  The Notice Inviting Bids was published on Culver City PlanetBids website on February 23, 2023.  Bid opening date was March 16, 2023. One addendum was issued on April 13, 2023.  Four contractors responded with the following bid amounts:

 

 

 

Staff reviewed the received contractor bid documents and determined Concept Consultant, Inc. submitted the lowest responsive total base bid.  Staff reviewed the bid proposal and found the bid documents responsive and complete. Its bond, contractor’s license, and worker’s compensation insurance were reviewed and determined to meet City requirements. Concept Consultant, Inc. has completed similar projects in other cities in southern California, and those references were checked.

 

A proposed construction contingency amount of $80,791 (25% of bid) is requested for unforeseen conditions during construction and to allow additional sidewalk replacement as identified by the City.  The Public Works Department Engineering Division staff will perform the construction management and construction inspection.

 

 

FISCAL ANALYSIS

 

The project is funded in the Revised Budget for Fiscal Year 2022/2023 in CIPs PS011 (CDBG Sidewalk Barrier Removal & Repair Project) and PZ428 (Curb, Gutter, Sidewalk Replacement):

That the City Council:

2.                     Authorize the Public Works Director/City Engineer to approve change orders amount not-to-exceed $80,791; and

 

3.                     Authorize the City Attorney to review/prepare the necessary documents; and,

 

4.                     Authorize the City Manager to execute such documents on behalf of the City.
