RECOMMENDATION
Staff recommends the City Council approve three-year agreements with PCI and Superior Pavement Markings for on-call signing and striping services in amounts not-to-exceed $200,000 each (aggregate amount of $400,000), and two optional one-year extensions.
BACKGROUND
The Culver City Public Works Department maintains approximately 94 miles of roadways that carry more than 800,000 daily vehicle miles traveled. Staff with Maintenance Operations Division are able to implement small-scale, temporary style striping improvements on an overtime basis.
The procurement processes for Public Works projects were designed for large, complex capital improvements and require more time for contractor selection and contract execution. An on-call contract will allow the City to streamline the implementation of quick-build, large-scale striping improvements such as new crosswalks, bike lanes, or adjustments to travel lanes with permanent materials.
DISCUSSION
In December 2022, a Request for Qualifications (RFQ) #2314 was released and advertised on the City Public Works website and through PlanetBids for qualified contractors able to provide on-call signing and striping services. The following two (2) contractors responded to the RFQ:
• PCI
• Superior Pavement Markings
Both respondents are reputable contractors with many years of on-call signing and striping experience. They also provide reasonable pricing and are properly licensed, bonded and insured. These contractors are under contract with multiple Southern California agencies.
Staff from the Public Works Traffic Engineering Divisions reviewed the proposals on the basis of qualifications & experience, rates, and references. Based on these criteria, staff recommends both PCI and Superior Pavement Markings for on-call maintenance contracts.
FISCAL ANALYSIS
The contractors would be paid for their services using funds from various capital improvement projects, the Mobility and Traffic Engineering Division budget, or the Maintenance Operations Division budget. The on-call services would be available to other City Departments and could be funded from those budgets as well. Funding for the first year of the contracts is included in the Adopted Budget for Fiscal Year 2022-2023. Funding for additional years of the contracts would be included in future fiscal year budgets.

That the City Council:
1. Approve three-year agreements with PCI and Superior Pavement Markings for on-call signing and striping services in an amount not-to-exceed $200,000 each (aggregate amount of $400,000);
2. Authorize the City Manager to approve up to two optional one-year extensions;
3. Authorize the City Attorney to review/prepare the necessary documents; and
4. Authorize the City Manager to execute such documents on behalf of the City.
