RECOMMENDATION

 

Staff recommends the City Council (1) discuss the 2023 Culver City Pride event (Pride Event); (2) if desired, designate the Pride Event as City-sponsored, authorize funding (hard costs and/or in-kind costs), and authorize the City Manager to administratively approve applicable City permits and agreements needed to conduct the event; and (3) provide other direction to the City Manager as deemed appropriate.

 

 

BACKGROUND

 

The Culver City Pride event has been held twice in Culver City in June of 2021 and 2022. At the January 9, 2023 City Council Meeting, Bubba Fish, of the Culver City Pride organization, asked the City to consider June 3 as the date for the third official Pride celebration in Culver City. Mr. Fish expressed appreciation for past support of the event, and he was looking forward to another great year.

 

Culver City Pride Event - June 27, 2021

 

On June 14, 2021, the City Council unanimously designated the 2021 Pride event to be City-sponsored. Specifically, and consistent with the requirements for City-sponsorship, the City would:

 

1.                     Participate in an official capacity in the planning, preparation, or promotion of the event; and

2.                     Contribute 25% of the total estimated costs of the event, or at least $1,000, whichever is less, in the form of funds, labor, staff time, materials, a waiver of fees, or any combination of the foregoing.

 

Additionally, then-Council Member Vera received Council consensus that the City fly the flag as part of the event. The 2021 Pride event took place in the City Hall Courtyard on Sunday, June 27th from 12 PM to 3 PM.

 

Culver City Pride Event - June 22, 2022

 

At the May 23, 2022 City Council Meeting, Council Member Eriksson made the motion which was seconded by then-Vice Mayor Vera that the City Council:

 

1.                     Award an off-cycle Special Events Grant in the amount of $3,000, plus $1,000 in contingency for special event liability insurance and designate the 2022 Culver City Pride Ride and Rally as a City-sponsored event, as recommended by then-Vice Mayor Vera of the Special Events Grant Program Ad Hoc Subcommittee; and

2.                     Approve the necessary street closures and issuance of a street-use permit; and

3.                     Authorize the City Manager to administratively approve applicable City permits, licenses and agreements needed to conduct the event.

 

The Motion carried by the following vote:

The Event was held on Sunday, June 26, 2022 from 8:30 AM to 2 PM. The event kicked-off with a Pride Bike Ride originating at Syd Kronenthal Park, located at 3459 McManus Avenue. The Pride Ride ended at the beginning of the Event which was held on Main Street.

 

As part of the Parks, Recreation and Community Services Department Fiscal Year 2022-2023 Budget, $3,000 has been allocated in Account Number 10130280.619800 for the Pride Event this Fiscal Year, as needed.

 

 

 

DISCUSSION

 

2023 Pride Event

 

If the City supports the 2023 Pride Event by (a) participating in an official capacity in the planning, preparation, or promotion of the event; and (b) contributing 25% of the total estimated costs of the event, or at least $1,000, whichever is less, in the form of funds, labor, staff time, materials, a waiver of fees, or any combination of the foregoing, then the City Council may, if desired, designate the event as City-sponsored and authorize City funding. As a requirement for event sponsorship, the organizers for the event must identify the City of Culver City as a sponsor of the events in all promotional materials.

 

2024 Pride Event

 

At the January 9, 2023 City Council meeting, two Council Members expressed the desire for Pride event funding to move into the regular funding cycle of City’s Special Events Grant Program. The City’s Special Events Grant Program provides a centralized process for sponsorship and funding requests for local events. It is expected that the 2024 Pride event would be held in June 2024. The application period for the City’s Special Events Grant Program for events being held between July 1, 2023 and June 30, 2024 opened February 20, 2023 and closes on Sunday, March 12, 2023. If desired, Pride organizers could apply now for funding for 2024 through this process. Alternatively, Pride organizers could request in the future that the City Council request “off-cycle” funding for the 2024 event.

 

The City Council is requested to discuss the Culver City Pride Event and provide direction to the City Manager.

 

 

FISCAL ANALYSIS

 

There is no fiscal impact to discuss this matter and for the City Council to provide its direction for this event. If the City Council was to determine to sponsor the event, by authorizing the use of staff time for the planning, preparation and/or promotion of the event, and/or provide fee waivers (if applicable), there could be in-kind City staff costs and/or a loss of fee revenue associated with the event. Staff time and equipment costs would need to total at least 25% of the total costs of the event or $1,000, whichever is less, to qualify as a City sponsored event.  Additionally, the Adopted Budget for Fiscal Year 2022/2023 includes $3,000 in 10130280.619800 (Parks, Recreation and Community Services Community Events - Other Contractual Services) for the Pride Event this Fiscal Year. If the event organizer is asking for City sponsorship for any amount beyond the $3,000 allocated this Fiscal Year, the City Council may wish to allocate an additional amount for hard costs and in-kind costs (e.g., permits, staff time, insurance, etc.).
