RECOMMENDATION

 

Staff recommends the City Council: (1) create the Ad Hoc Fiesta La Ballona Subcommittee and make appointments thereto; (2) appoint the Mayor’s Designee as the City’s Voting Member on the Baldwin Hills and Urban Watersheds Conservancy Board to serve in the absence of the Mayor; (3) appoint a student for the Bicycle and Pedestrian Advisory Committee (BPAC) Youth Seat as recommended by CCUSD; and (4) provide other direction to the City Clerk as deemed appropriate.

 

BACKGROUND/DISCUSSION

Ad Hoc Fiesta La Ballona Subcommittee

On August 8, 2022, there was consensus by the City Council to create an Ad Hoc Fiesta La Ballona Subcommittee and appoint members thereto to discuss and set policy for the vendor, sponsor and performance application process.

 

Recommended Motion:  That the City Council create the Ad Hoc Fiesta La Ballona Subcommittee appoint Council Members _____________ and ____________ thereto.

 

Appointment of Members to the Baldwin Hills & Urban Watersheds Conservancy Board

California Senate Bill 1052, the Baldwin Hills and Urban Watersheds Conservancy Act was signed by the Governor in September 2022. With last year’s passage of SB 1052, effective January 1, 2023, the new law enacts the following: 1) Expands the Baldwin Hills Conservancy Territory to include both the Upper Dominguez Channel and South Ballona Creek Watersheds; 2) Renames the Conservancy the Baldwin Hills and Urban Watersheds Conservancy; and 3) Mandates that the Mayor of Culver City or Mayor's Designee serve as a Voting Member on the Governing Board for the Conservancy. The Baldwin Hills and Urban Watersheds Conservancy Board generally meets on one Friday per month and may not have a scheduled meeting during some months of the year.

The Mayor’s designee can be another City Council Member or a City staff Person. The Mayor is automatically the voting member of this Board.  In the event that a City Council Member is not named as the Mayor’s Designee, Francisca Castillo, Parks, Recreation and Community Services Manager, is available to serve as the Mayor’s Designee.  Staff recommends the City Council appoint the Mayor’s Designee as the City’s Voting Member on the Baldwin Hills and Urban Watersheds Conservancy Board to serve in the absence of the Mayor.

Recommended Motion:  That the City Council appoint  __________ as the Mayor’s Designee of the Baldwin Hills and Urban Watersheds Conservancy Board to serve in the absence of the Mayor.

 

Bicycle and Pedestrian Advisory Committee (BPAC) Appointment to Youth Seat

The Youth Seat of the Bicycle and Pedestrian Advisory Committee (BPAC) is defined as a student attending and recommended by the Culver City Unified School District (CCUSD), with a term of two years. BPAC’s intentions for its Youth Seat are to include a diversity of voices and encourage communication with CCUSD constituencies. Because BPAC members must be at least 16 years of age, the pool of eligible Youth Seat candidates is limited to seniors and some juniors at the high school. Also, often an appointed member is only available to serve for less than the full term due to the member graduating. Since the formation of the BPAC, it has been a challenge to identify candidates for the Youth Seat and keep the seat filled through the full term. The BPAC is actively reviewing the classification of its seats and plans to present new bylaws for Council consideration in the coming months. In the interim, the CCUSD has recommended Sophia Lowey to fill the Youth Seat through the end of the current term June 30, 2024.

 

Recommended Motion:  That the City Council appoint Sophia Lowey to the Youth Seat of the BPAC.
