RECOMMENDATION

 

Staff recommends that the Equity & Human Relations Advisory Committee (EHRAC) 1) receive an oral report from the "Paper Tigers" Documentary Screening and Community Conversation Ad Hoc Subcommittee on Event Plan; 2) determine next steps, and; 3) provide direction to staff as deemed appropriate.

 

 

BACKGROUND/DISCUSSION

 

The “Paper Tigers” Documentary Screening and Community Conversation Ad Hoc Subcommittee is recommending screening for the public the movie “Paper Tigers,” a 100-minute documentary by writer/director James Redford, about a year in the life of high school students who are undergoing tremendous stress and who eventually profit greatly from “trauma informed” education, assessment, and intervention. Following the movie screening, the Ad Hoc Subcommittee will host a discussion on childhood trauma, its relationship to equity issues, and provide suggestions to move forward with these critical issues.

 

The EHRAC is proposing to invite panelists to participate in the event to share reflections about the movie or reflections on a topic related to the movie.

 

Staff is working with the Ad Hoc Subcommittee to approve the panelists who will be potentially participating. Staff is also working with the Ad Hoc Subcommittee on the possibility of the Culver City Unified School District (CCUSD) cosponsoring the event. Staff met with the Ad Hoc Subcommittee and School Superintendent Quoc Tran as well as a School Board member on Tuesday, September 6, 2022. Staff also met with Dr. Jennifer Smith the CCUSD Assistant Superintendent for Diversity, Equity and Inclusion, on Tuesday, September 20, 2022 and with Superintendent Tran on Thursday, October 13, 2022. Confirmation is pending from CCUSD as to the School District co-sponsoring the event, final approval of the event from CCUSD Board President Dr. Levin, the use of permission slips for parents to sign on the reverse side of the event flyer, advertising/promoting the event, and the use of volunteers from the School District.

 

The City Council approved the event during the September 19, 2022 City Council meeting. Staff is working on securing special event insurance with the Risk Management Division as well as coordinating other applicable permits and licenses that may be necessary. The event is tentatively scheduled for December 3, 2022, from 1:00pm - 5:00pm, however, the event location is still being determined with City staff.

 

FISCAL ANALYSIS

 

There will be costs associated with securing a license to screen the film ($400.88), special event insurance (approximately $1000), and possible fees depending on the location/venue where the event will take place.
