RECOMMENDATION

 

Staff recommends the City Council 1) adopt a Resolution accepting a $645,750 grant award from the Federal Transit Administration’s (FTA) Route Planning Restoration Grant Program for the Culver City comprehensive mobility service analysis, and 2) Four-Fifths-Vote Requirement: approve a budget amendment to record the revenue and appropriate the funding for this project upon receipt of the fully executed grant agreements.

 

 

BACKGROUND/DISCUSSION

 

On November 30, 2021, the City Manager authorized the Transportation Department to submit a grant proposal for the FTA’s Route Planning Restoration Grant Program. The competitive grant program is part of the American Rescue Plan Act and is for the planning of transit service restoration in light of the major impact experienced both locally and nationally from the COVID-19 pandemic. On June 24, 2022, Culver City was selected as one of 50 transit agencies nationwide and one of only two agencies in Los Angeles County. Culver City’s request was fully funded by the FTA.

 

This grant award will fund a Comprehensive Service Analysis. The Department will retain a consultant to conduct a systemwide and line-by-line analysis of the existing Culver CityBus network and provide recommendations for improving and adjusting service to better accommodate the needs of existing and future riders. The consultant will also investigate emerging and innovative mobility practices.  The project will produce a plan with recommendations on services to address the mobility needs of the community. 

 

Upon authorization to accept the funding, the Transportation Department will be required to execute a formal grant agreement with the FTA with final approval subject to authorization of the City Manager, or designee.

 

 

FISCAL ANALYSIS

 

Grant funding for this project will be $645,750 and will be fully utilized for costs related to the production of a comprehensive service analysis. Generally, FTA grants require local match. However, given the special authority of the American Rescue Plan Act, this project will be fully funded by federal money with no local dollars required.

 

If Council approves acceptance of the grant, an approval of a budget amendment, which requires a four-fifths vote, to record the revenue and appropriate the funding for this project is necessary. The budget amendment would be made upon receipt of the fully executed grant agreements.
