RECOMMENDATION

 

Staff recommends the City Council (1) approve the 100% Civil, 100% Structural and 100% Electrical Plans and specifications for Phase 1 of the CityBus Electrification Infrastructure project and authorize staff to publish an addendum to Bid #2302; (2) provide direction to the City Manager, as deemed appropriate.

 

 

BACKGROUND

 

At the meeting on September 20, 2021, City Council authorized staff to issue a bid to complete 100% Civil, 100% Structural, and 80% Electrical Plans and Specifications for Phase 1 Infrastructure construction at the Transportation Facility. Since that meeting, staff have issued an Invitation for Bids (IFB) to award a construction contract, and also worked with CTE (The Center for Transportation and the Environment) and AECOM to commence work on the 100% electrical design for Phase 1, which was completed on October 14, 2022.

 

The infrastructure deployment has been broken into five separate phases. The first phase of this project, scheduled to commence in Spring 2023, includes the installation of five Heavy Vehicle Chargers (750kW total) along a newly constructed concrete island. These new chargers will be required to charge the first ten battery electric buses, six of which will be delivered in July 2023. These chargers have a maximum demand of 150kW each, with two space frame mounted dispensers per charging cabinet. During this phase, the existing transformer will be upgraded to accommodate the added load, trenching and boring to install conduit from distribution panel to charging island shall be completed, and the charger stub outs should be accomplished. Finally, half of the new space frame structure will be constructed over the western half of the yard, which will include an advanced pulley system that will allow the dispensers to be pulled from overhead and plugged into the vehicles.

 

 

DISCUSSION

 

On August 29, 2022, staff issued a limited Notice To Proceed authorizing work to commence completion of the 100% electrical design for Phase 1, which has been completed and approved by the Director of Public Works. Staff had also issued Bid #2302 on September 22, 2022 with the authority of Council for 100% Civil, 100% Structural, and 80% Electrical Plans. With the 100% electrical design completed, staff would like to issue the final plans to proposers via addendum to the Bid #2302 before final submission of proposals. This revised approach will also necessitate Amendment #4 with CTE and Culver City’s agreement to reallocate funding from Phase III to complete the Phase I electrical design.

 

Staff requires Council approval of the 100% Civil, 100% Structural, and 100% Electrical Plans and Specifications, and will return to Council on December 12, 2022 for authorization to award a contract to the lowest responsive and responsible bidder, and obtain authorization to construct Phase 1 of the Electrification Infrastructure Project per the approved plans.

 

Based on the scope of work, the CityBus Electrification Infrastructure project constitutes a public works project. Per Culver City Municipal Code Section 3.07.075, the award of contracts for public works projects must be made by the City Council to the Lowest Responsive and Responsible Bidder.

FISCAL ANALYSIS

 

There is no fiscal impact associated with approval of the 100% Civil, 100% Structural and 100% Electrical Plans and authorization to issue an addendum to Bid #2302. Sufficient funding is included in the Adopted Budget for Fiscal Year 2022/2023 for the Electrification Infrastructure Construction Project (Capital Improvement Project #PB002).
