RECOMMENDATION
Staff recommends the City Council approve the 100% Civil, 100% Structural and 80% Electrical Plans and specifications for Phase 1 of the CityBus Electrification Infrastructure project and authorize staff to publish a notice inviting bids.
BACKGROUND
On September 20, 2021, City Council adopted, by resolution, the Culver City Battery Electric Bus Transportation Facility Electrification Transition Plan (“Plan”). The Plan outlines the roadmap that will guide the Culver City Transportation Department in implementing a 100% zero-emission fleet by 2028. The Plan outlines the facility and infrastructure improvements, as well as the total cost of investment for transitioning to an all-electric fleet.
The infrastructure deployment has been broken into five separate phases, the largest part being a design of a gantry over the entire yard with an advanced pulley system that will allow the charging dispensers to be pulled from overhead for 45 buses. The first two phases of this project, scheduled to commence in Spring 2023, are as follows:
• Phase 1 includes the construction of ½ of the gantry on the west side of the bus yard, removal of slow charge CNG station, construction of a new electric charging concrete island in the yard and the installation of five heavy vehicle chargers (750kW total). These new chargers will be required to charge the first 10 battery electric buses.
• Phase 2 will be an option to install an additional five heavy vehicle chargers for the next 10 buses anticipated in 2024. These chargers have a maximum demand of 150kW each, with two space frame mounted dispensers per charging cabinet. During this phase, the existing transformer will be upgraded to accommodate the added load, trenching and boring to install conduit from distribution panel to charging island shall be completed, and the charger stub outs should be accomplished.
The design of the east side of the yard is in process and will be bid at a later date to align with the delivery of future buses.
DISCUSSION
Since the September 20, 2021, City Council meeting, staff have worked with the Center for Transportation and the Environment (CTE) and AECOM to complete 100% civil, 100% structural and 80% electrical plans and specifications for Phase 1 infrastructure construction. Once City Council approves these plans and authorizes the publication of a Notice Inviting Bids (NIB), staff will proceed with the release of the NIB with the currently completed plans.
On August 29th, 2022, staff issued a limited Notice to Proceed authorizing work to commence completion of the 100% electrical design for Phase 1, which includes the underground electrical interconnection work that is covered under SCE’s charge ready program. Upon completion of the remaining portion of the electrical plans, staff will issue the final plans and specification for the project to proposers via an addendum to the NIB with sufficient time for bidders to complete their bids before the submittal deadline. This revised approach will necessitate an amendment to the City’s agreement with CTE to reallocate funding from Phase III to complete the Phase I electrical design. This reallocation does not change the overall funding amounts; it simply changes the timing of the design work.
Staff will return to City Council on October 24, 2022 for approval of the 100% Plans and Specifications, and on December 12, 2022 for authorization to award a construction contract for Phase 1 of the project.
Construction is currently scheduled to commence in May 2023 and end in October 2023.

FISCAL ANALYSIS
There is no fiscal impact associated with approval of the 100% civil, 100% structural and 80% electrical plans and authorization to publish a Notice Inviting Bids. Funding for the Electrification Infrastructure Construction Project is included in the Adopted Budget for Fiscal Year 2022-2023 Adopted Budget in CIP No. PB002 (Transportation Facility Electrification).
