RECOMMENDATION

 

Staff recommends the City Council (1) approve a purchase order with Allstar Fire Equipment for the purchase of replacement Self-Contained Breathing Apparatus in an amount not-to-exceed $524,106.89, including all fees and taxes; and (2) approve a related budget amendment to allocate the available funds (four-fifths vote required).

 

 

BACKGROUND/DISCUSSION

 

Self-Contained Breathing Apparatus (SCBA) enable firefighters to carry out their mission of protecting life, property, and the environment by providing breathable air in an atmosphere that is immediately dangerous to life or health. SCBA is a vital component of a firefighter’s personal protective equipment (PPE). Existing SCBA is no longer compliant with current 2018 National Fire Protection Association (NFPA) standards, the manufacturer has gone out of business, and maintaining the existing SCBA has presented challenges.

 

Staff has endeavored to replace SCBA for the past two years through federal grant applications and, most recently, through budget requests to increase funding to the asset replacement fund to replace SCBA as soon as possible. 

 

 

Staff formed a committee consisting of several fire department subject matter experts to assess the replacement of current SCBA. Several brands and configurations were assessed, tested, and analyzed to arrive at a recommendation. The committee recommends the purchase of 54 NFPA 2018-compliant Scott X3 Pro SCBA, each of which includes a cylinder, face piece, and voice amplifier. In addition, the committee recommends the purchase of 90 spare cylinders, 20 face pieces and 20 voice amplifiers.

 

This procurement is exempt from formal bidding procedures per Culver City Municipal Code Section 3.07.055.G, which exempts bidding requirements where competitive bid procedures have already been utilized by the City, public agency or joint power agency and the goods or supplies are supplied to the City at the same or better price. Because these products as supplied by Allstar Fire Equipment have previously undergone competitive solicitation procedures with the State of California and Allstar will supply the same goods at the same or better rate, this procurement meets this requirement.

 

 

FISCAL ANALYSIS

 

The Asset Replacement Fund has accrued sufficient funding to replace seven monitors. Staff is requesting a budget amendment to appropriate $524,106.89 from Fund 307 fund balance to Account #30780000.732100.PE004 to purchase replacement SCBA. (four-fifths vote required).
