RECOMMENDATION
Staff recommends the City Council approve a purchase order with Motorola for the purchase of replacement portable radios in an amount not-to-exceed $141,895.04, including all fees and taxes.
BACKGROUND/DISCUSSION
As radio technology requires replacement or upgrade every 8 - 10 years, staff has accounted for the continued replacement of the City’s aging radio system in the Fiscal Year 2022/2023 City Council-approved Capital Improvement Plan (CIP) and will continue to do so in future years.
Last fiscal year, the City Council approved the purchase of replacement radios for fire captains and chiefs. This fiscal year, staff seeks City Council approval of a purchase order with Motorola for 14 APX 8000XE radios to be used by fire engineers. The new multi-band portable radios will not just replace radios nearing the end of their useful life. They will also eliminate the need for fire engineers to communicate from a secondary radio when on scene with some neighboring jurisdictions and public safety agencies. Next fiscal year, the department plans to complete the interoperability upgrade with the replacement of firefighter radios. By doing this, the department will be able to discontinue the use of outdated secondary radios.
This procurement is exempt from formal bidding procedures per Culver City Municipal Code Section 3.07.055.G, which exempts bidding requirements where competitive bid procedures have already been utilized by the City, public agency or joint power agency and the goods or supplies are supplied to the City at the same or better price. Because this product as supplied by Motorola has previously undergone competitive solicitation procedures with the County of Los Angeles and Motorola will supply the same goods or supplies at the same or better rate, this procurement meets this requirement.
FISCAL ANALYSIS
The Fiscal Year 2022/2023 Adopted Budget includes sufficient funding to cover costs for the proposed purchase in account 4208000.730100.PE002 (Radio System Replacement Capital Improvement Project).

RECOMMENDED MOTIONS
That the City Council:
1. Approve a purchase order with Motorola for the purchase of replacement portable radios in an amount not-to-exceed $141,895.04; and
2. Authorize the Purchasing Officer to execute the purchase order on behalf of the City.
