RECOMMENDATION
Staff recommends that the Equity and Human Relations Advisory Committee (1) discuss the report from the Juneteenth Ad Hoc Subcommittee regarding the Juneteenth event program in June 2022; (2) consider approval of report’s recommendations and determine next steps; and (3) provide direction to staff if deemed appropriate.
BACKGROUND/DISCUSSION
During the March 22, 2022 regular meeting, the Equity and Human Relations Advisory Committee formed a Juneteenth Ad Hoc Subcommittee and appointed members thereto. The committee members comprised of the Juneteenth Ad Hoc Subcommittee include Chair Rebecca Rona, member Haifaa Moammar, and member Samia Bano.
During the April 26, 2022, Chair Rebecca Rona achieved consensus to agendize this item on the May 24, 2022 special meeting agenda. In addition, discussion of this event is on the May 23, 2022 City Council agenda. The Equity and Human Relations Advisory Committee (EHRAC) members are coordinating a Juneteenth program with Mayor Lee, various private entities, and coordinated in part by City staff, to take place at the Culver Steps (which is private property) in downtown Culver City on June 19, 2022 from 2:00 P.M - 6:00 P.M . Donations have been pledged from various sponsors to support the celebration of Juneteenth.
The event program elements include:
• African Drummers
• Storytellers
• Singer/Song Leader (Aloe)
• Boxed or bagged Food, free to the public, provided by Apple
• Non-alcoholic drinks
• Possibility African Dancers
The Juneteenth event will require staff resources to compile information related to budgetary costs and amendments, to determine which applicable permits are necessary, and determine the amounts of and procure liability insurance for the event. In addition, written agreements with the various performers may need to be executed, and/or waivers or releases signed. For these reasons, the EHRAC subcommittee will need to work closely with City staff members, including the EHRAC liaison and certain staff from the City Manager’s office and Community Development Department, who are experienced in coordinating events, to ensure that this event is produced within the short time frame between the May 24 meeting and the June 19th event.
