RECOMMENDATION
Staff recommends the City Council (1) award a contract in the amount of $323,000 to FS Contractors, Inc., as the lowest responsive and responsible bidder, for the construction of Community Development Block Grant (CDBG) ADA Curb Ramps Project (CDBG Project No. 602150-19& 602274-20); and (2) authorize the Public Works Director/City Engineer to approve change orders in an amount not-to-exceed $64,600.00 (20%).
BACKGROUND/DISCUSSION
On June 24, 2019, the City Council approved Community Development Block Grant (CDBG) fund allocation for fiscal year 2019-2020 which includes the upgrading of existing curb ramps to ADA compliant curb ramps on Overland Avenue. The CDBG project number associated with this fund allocation is 602150-19.
On December 9, 2019, the City Council approved CDBG fund allocation for fiscal year 2020-2021 which includes the upgrading of existing curb ramps to ADA compliant curb ramps on Centinela Avenue and Jefferson Boulevard. The CDBG project number associated with this fund allocation is 602274-20.
These curb ramps are located along streets that were repaved or are to be repaved to be in compliance with State funding guidelines. Since both CDBG projects are of similar scope, and to streamline construction, the projects have been combined into one set of bid documents. This approach will ensure a cost-effective competitive bid. The construction plans have been designed by a consultant engineering firm selected from the current City Council approved on-call list of engineering design consultants.
Upgraded curb ramp locations broken down by CDBG project are outlined below.
ADA Transition Plan - Curb Ramps (CDBG Project No. 602150-19)
The project scope includes 13 curb ramps to be upgraded to current ADA requirements on Overland Avenue between Ocean Drive and Braddock Drive.
The upgraded curb ramp locations are as follows:
• Overland Avenue/Braddock Avenue - 3 curb ramps
• Overland Avenue/Garfield Avenue- 2 curb ramps
• Overland Avenue/Farragut Drive - 4 curb ramps
• Overland Avenue/Franklin Avenue - 2 curb ramps
• Overland Avenue/Ocean Drive - 2 curb ramps
ADA Transition Plan - Curb Ramps (CDBG Project No. 602274-20)
The project scope includes 14 curb ramps on Centinela Avenue between Bristol Parkway and Arizona Avenue and on Jefferson Blvd between Slauson Avenue and Selmaraine Drive, to be upgraded to current ADA requirements.
The upgraded curb ramp locations are as follows:
• Centinela Avenue at Arizona Avenue - 1 curb ramp
• Centinela Avenue at Sepulveda Boulevard - 4 curb ramps
• Centinela Avenue at Bristol Parkway - 1 curb ramp
• Jefferson Blvd at Slauson Avenue - 6 curb ramps
• Jefferson Blvd at Selmaraine Drive - 2 curb ramps
Construction Bids:
On October 25, 2021, the City Council approved the plans, specifications, and authorized staff to publish a notice inviting bids for the project. The Notice Inviting Bids was published on the Culver City PlanetBids website on March 30, 2022. Bid opening date was on April 21, 2022. One addendum was issued on April 18, 2022. Three contractors responded with the following bid amounts:

Staff reviewed all contractor bid documents received and determined FS Contractors, Inc. submitted the lowest responsive total base bid. Staff reviewed the bid proposal and found the bid documents responsive and complete. Its bond, contractor’s license, and worker’s compensation insurance were reviewed and determined to meet City requirements. FS Contractors, Inc. has completed similar projects in Culver City and in other cities throughout southern California, and references provided were contacted with positive reviews.
A proposed construction contingency amount of $64,600.00 (20%) is requested for unforeseen conditions during construction and to allow additional sidewalk replacement as identified by the City. The Public Works Department Engineering Division staff will perform the construction management and construction inspection during construction. A material testing service provider will be selected from the City Council’s approved on-call list.

That the City Council:
1. Award a contract to FS Contractors, Inc., as the lowest responsive and responsible bidder, for the CDBG ADA Transition Plan Curb Ramps Project (CDBG Project No. 602150-19 & 602274-20 in the amount of $323,000; and
2. Authorize the Public Works Director/City Engineer to approve change orders in an amount not-to-exceed $64,600 (20%); and
3. Authorize the City Attorney to review/prepare the necessary documents; and,
4. Authorize the City Manager to execute such documents on behalf of the City.
