RECOMMENDATION
Staff recommends the City Council approve five-year agreements with Mike Prlich and Sons, Inc., Clarke Contracting Corporation, and Mladen Buntich Construction Company, Inc. for On-Call Emergency Sewer Repair Services from July 1, 2022 to June 30, 2027, in an aggregate amount not-to-exceed $600,000.
BACKGROUND/DISCUSSION
The City utilizes sewer contractors to provide 24-hour, on-call emergency response, on an as-needed basis, for sewer repair services to supplement the City’s Public Works Maintenance staff in the event of line blockages, damaged pipes or other sewer issues.
The contracts for the current list of on-call sewer repair contractors expire on June 30, 2022.
In March 2022, a Request for Qualifications (RFQ) #2245 was released and advertised on the City Public Works website and through PlanetBids for qualified firms able to provide on-call emergency sewer repair within one hour of being called. The following three (3) firms responded to the RFQ:
• Mike Prlich and Sons, Inc.
• Clarke Contracting Corporation
• Mladen Buntich Construction Company, Inc.
These respondents are reputable pipeline contractors with many years of on-call emergency sewer repair experience. All respondents provide reasonable pricing and are properly licensed, bonded and insured. These construction firms are under contract with multiple agencies for on-call emergency sewer repair services.
Having multiple on-call exclusive contracts will streamline and save time on the procurement process so that staff will be better able to provide a timely response to continue operations. On-call contracts are efficient way for Public Works to ensure prompt service delivery and has proven successful. This is especially important when addressing emergency sewer repair needs. Staff will make every effort to rotate through the three firms and give every firm a fair chance to provide services to meet the City’s emergency needs.
Therefore, staff is recommending awarding 5-year agreements to all three construction companies. Having three pipeline construction contractors on the on-call emergency list will help ensure that the City will receive a faster response in the event of an emergency sewer line breakage.
FISCAL ANALYSIS
Selected consultants will be paid for their services using allocated sewer funds (204800000) within the approved capital project budgets of each project. The City Council approved capital improvement plan as part of the City Council Adopted Budget for Fiscal Year 2021/2022 includes sufficient funding in projects including P-230 Sewer Localized and Emergency Repairs project for sewer repairs. Future capital improvement plans will include sufficient budget for emergency sewer repairs in PZ-230.

That the City Council:
1. Approve five-year on-call agreements with Mike Prlich and Sons, Inc., Clarke Contracting Corporation, and Mladen Buntich Construction Company, Inc. for On-Call Emergency Sewer Repair Services from July 1, 2022 to June 30, 2027, in an aggregate amount not-to-exceed $600,000.
2. Authorize the City Attorney to review/prepare the necessary documents; and,
3. Authorize the City Manager to execute such documents on behalf of the City.
