RECOMMENDATION
Staff recommends that the Equity and Human Relations Advisory Committee (1) discuss the report from the Civil Discourse Ad Hoc Subcommittee regarding the draft recommended civil discourse guidelines and determine next steps and (2) provide direction to staff if deemed appropriate.
BACKGROUND/DISCUSSION
On December 4, 2022, the Equity and Human Relations Advisory Committee (EHRAC) held a Civil Discourse Workshop for committee members, City Staff, and members of the public. The Workshop was facilitated by the Institute for Civility in Government (ICG). The purpose of the Workshop was to train participants in Civil Discourse and to create recommended civil discourse guidelines for the City of Culver City.
The Civil Discourse Ad Hoc Subcommittee has prepared a draft document of Civil Discourse Guidelines for the City of Culver City from the suggestions provided by both workshop participants and the recommended guidelines submitted by the Institute for Civility in Government (ICG).
During the March 22, 2022 regular meeting, the Civil Discourse Workshop Ad Hoc Subcommittee presented draft recommended Civil Discourse Guidelines to the Equity and Human Relations Advisory Committee for consideration. The EHRAC requested that the Civil Discourse Guidelines be further revised to incorporate guidelines specifically dealing with how to return to Civil Discourse when confrontational discussions arise. The EHRAC requested that the Civil Discourse Workshop Ad Hoc Subcommittee revise the Civil Discourse guidelines and bring this item back to the Committee during the April 26, 2022 regular meeting.
If the EHRAC determines that it wishes for the guidelines to be transmitted to other City bodies, staff will need to look into the approval process for the guidelines to be used by more than just the EHRAC; additionally, staff can inquire if the guidelines are similar to any other City policies already in place.
