RECOMMENDATION

 

Staff recommends the City Council approve a professional services agreement with Bucknam Infrastructure Group, in an amount not-to-exceed $32,886, to update the Pavement Management Program, PZ-546.

 

 

BACKGROUND

 

In order to be eligible to receive Federal and County highways funds, a municipality is required to routinely inspect and rate each street segment utilizing a pavement management program. The City uses the Army Corps of Engineers’ software, MicroPaver, to manage the City’s street network. The City has utilized specialized consultants over the years to review the defects on each street segment based on Army Corps of Engineers’ standards and enter the data into the MicroPaver program. The program then assigns a pavement condition index (PCI), on a scale of 1 to 100.  

 

The program also provides recommendations on the maintenance application of each street segment. Typically, streets rated 80 to 100 are considered to be in excellent condition and maintenance is not required.  Streets rated 60 to 80 are recommended to receive a thin layer of slurry seal in order to prolong the pavement life before a costlier asphalt overlay is required.  Streets rated below 60 are recommended to receive an asphalt overlay.  Streets rated below 20 may have to be completely reconstructed due to large areas of asphalt failure.

 

The findings resulting from this street review will be compiled into a report to the City.  Such report will qualify the City for Federal and County funds.  In addition, this report  will inform Public Works’ Capital Improvement Program budgeting and the scheduling of residential and arterial street resurfacing.

 

 

DISCUSSION

 

On October 14, Request for Proposals (RFP) #2225 was released and advertised on the City Public Works website and through PlanetBids for qualified firms able to provide a comprehensive pavement condition survey of the City's 121 section miles of arterial/collector streets, local streets and alleys and update of the City's Pavement Management Program. At the time of closing on November 11, 2021, the following five (5) firms responded:

 

                     Applied Research Associates, Inc.

                     Bucknam Infrastructure Group

                     International Cybernetics Company

                     MDS Technologies, Inc.

                     Quality Engineering Solutions, Inc.

 

 

Staff thoroughly evaluated each response on the basis of qualifications and experience, clear understanding of the scope of work, fair pricing, and proven ability to complete the contracted tasks.  After evaluation of each response, staff is recommending awarding a professional services contract to Bucknam Infrastructure Group to provide pavement management program update consulting services for the City of Culver City.

 

 

FISCAL ANALYSIS

 

The City Council approved the Capital Improvement Plan (CIP) as part of the Adopted Budget for Fiscal Year 2021/2022. The CIP includes sufficient funding in account 41780000.730100.PZ546 to fund the project. The funds consist of revenue from New Development Impact Fees.

1.                     Approve a Professional Services Agreement with Bucknam Infrastructure Group, in an amount not-to-exceed $32,886, to Update the Pavement Management Program, PZ-429.

 

2.                     Authorize the City Attorney to review/prepare the necessary documents; and,

 

3.                     Authorize the City Manager to execute such documents on behalf of the City.
