RECOMMENDATION

 

Approve a five-year and four-month agreement amendment for emergency police and fire dispatch services with the South Bay Regional Public Communications Authority (SBRPCA) to provide police and fire dispatch and vehicle builds in an amount not-to-exceed $15,504,853.00 through June 30, 2027.

 

 

BACKGROUND/DISCUSSION

 

On October 16, 2016, the City Council approved a five-year Agreement with South Bay Regional Public Communications Authority (SBRPCA) in an amount not-to-exceed $12,732,387.00.  The SBRPCA (also referred to as the “RCC” for Regional Communications Center) has provided Police and Fire dispatch services and fleet services (vehicle buildouts) to Culver City since March 2017.

 

The RCC, a California Joint Powers Authority, formed under California Government Code section 6500 et seq., by its three owner cities -- Hawthorne, Gardena, and Manhattan Beach, provides contract Police and Fire dispatch services to the cities of Hermosa Beach, El Segundo, and Culver City.  The RCC sets the standard for emergency services dispatching in this region and beyond.  Over the last five years that the RCC has been providing emergency dispatch services to Culver City, Police and Fire dispatching and vehicle build outs have been professional, timely, and of very high quality.  The relationship among Culver City Police and Fire staff and the SBRPCA staff is collaborative and continuous.

 

The RCC uses the “Call Taker and Dispatcher” method of dispatching: the call taker answers 911 calls, asks preliminary questions, and then transfers the call to the appropriate police and/or fire dispatcher. This method has proven to be efficient, reliable, and is the industry best practice.  The National Emergency Number Association standard for dispatch centers is that 90% of 911 calls be answered within 15 seconds.  In 2021, the RCC answered 97.53% of 911 calls before 10 seconds, well above industry standard.  Additionally, the surge capacity of the RCC (having access to the RCC’s additional on-duty dispatchers during critical incidents) has been extremely beneficial and valuable for the Police and Fire Departments during critical field incidents.  

 

In addition to providing essential 24/7 dispatch services for both Police and Fire, the RCC has been responsible for the build-out of the police and fire vehicles. Vehicle buildouts include building and/or installing light bars, vehicle prisoner transport areas, radio and equipment control consoles and re-wiring electronic components.  The RCC vehicle buildouts are completed in a timely manner and are of very high quality.  When small issues have occurred, the RCC is quick to resolve the problem. 

 

The RCC is a well-respected and established agency that provides professional services to several other Police and Fire Departments. The Police and Fire departments recommend the City continue to contract with SBRPCA for Police and Fire dispatch services and vehicle build outs. 

 

These services are exempt from competitive bidding procedures pursuant to Culver City  Municipal Code (CCMC) §3.07.055.F:  “Any contract involving the purchase of equipment, goods, supplies or services entered into with another government entity.” 

 

FISCAL ANALYSIS

 

The City Council Adopted Budget for Fiscal Year 2021/2022 includes funding for the remainder of the fiscal year (March through June) for police and fire dispatch services and vehicle buildouts (10140200.619800). 

The projected costs include an annual 3.5% CPI. Funding for future fiscal years will be requested during budget adoption.

 

 

MOTION

 

That the City Council:

 

1.                     Approve a Five-Year and Four Month Agreement Amendment for Emergency Police and Fire Dispatch Services with the South Bay Regional Public Communications Authority (SBRPCA) to Provide Police and Fire Dispatch and Vehicle Builds in an Amount Not-to-Exceed $15,504,853.00 through June 30, 2027; and

 

2.                     Authorize the City Attorney to review/prepare any necessary documents; and

 

3.                     Authorize the City Manager to execute such documents on behalf of the City.
