RECOMMENDATION
Staff recommends the City Council approve amendments to the existing on-call professional services agreements with Ayala Engineering, Amireh Sewer Contractor, Escobar Contracting, Inc., GRBCON, Inc., and Charles King Company for Emergency Sewer Repair Services in an aggregate amount not-to-exceed $100,000.
BACKGROUND/DISCUSSION
The City utilizes sewer contractors to provide 24-hour, on-call emergency response for sewer repair services to supplement the City’s Public Works Maintenance staff in the event of line blockages, damaged pipes, or other sewer issues on an as-needed basis. Agreements are maintained with multiple sewer repair Contractor firms placed on a ‘short list.’
On June 30, 2017, the City Council approved contracts for the current list of on-call sewer repair contractors in the amount of $600,000. The approved $600,000, along with an additional $100,000 in administratively approved contract amendments, has been expended due to higher than anticipated emergency repair demand over the past four and half years. The additional $100,000, if approved, is anticipated to be sufficient to fund emergency sewer repair work through contract expirations on June 30, 2022. Prior to the current on-call contract expirations, staff will return to City Council for approval to enter into new on-call emergency sewer repair contracts.
FISCAL ANALYSIS
The City Council approved capital improvement plan as part of the City Council Adopted Budget for Fiscal Year 2021/2022 includes sufficient funding in PZ230 Sewer Localized and Emergency Repairs project for sewer repairs.

MOTION
That the City Council:
1. Approve Amendments to the Existing On-Call Professional Services Agreements with Ayala Engineering, Amireh Sewer Contractor, Escobar Contracting Inc., GRBCON, Inc., and Charles King Company for Emergency Sewer Repair Services in an aggregate not-to-exceed amount of $100,000, and.
2. Authorize the City Attorney to review/prepare the necessary documents; and,
3. Authorize the City Manager to execute such documents on behalf of the City.
