RECOMMENDATION
Staff recommends the City Council approve an amendment to the existing professional services agreement with Absolute International Security (AIS) to continue professional security guard service for an additional period of three months.
BACKGROUND/DISCUSSION
In December 2016, the City entered into a professional services agreement with Absolute International (AIS) to provide as-needed services for the VMC Rental Operation, which includes Veterans Memorial Building, Culver City Teen Center and Culver City Senior Center (Senior Center), and for the City’s daytime programming, Monday through Saturday, at the Senior Center. Also, services would be provided for overnight equipment protection in Veterans Park for Fiesta La Ballona. The RFP’s Scope of Services (Scope) included requirements for the contractor to supply trained, uniformed, and unarmed security guards who would assist in the enforcement of federal, state and municipal policies and procedures and who are specifically experienced in crowd control and interacting with people who are unruly and/or inebriated. In 2020, the scope of services was extended to the Transportation Facility, which houses the City’s Central Stores warehouse and serves as the maintenance facility for all City fleet vehicles. Given the size and nature of the Facility, Council approved daily security services to be provided during normal working hours to safeguard the employees, infrastructure and equipment located at the Facility.
Pursuant to Culver City Municipal Code (CCMC) Section 3.07.045, informal or formal bidding procedures are to be followed after the same vendor has been utilized for a period of five consecutive years. To ensure continuation of services during this interim period to complete the competitive solicitation procedures, staff recommends City Council authorize an extension to the existing agreement with AIS for a period not-to-exceed three months.
FISCAL ANALYSIS
Sufficient funds are available in the FY2021/2022 Approved Budget from PRCS accounts 101301100.619800, 10130400.619800, 10130285.619800 and Transportation account 20370100.619800.

MOTION
That the City Council:
1. Approve an amendment to the existing professional services agreement with Absolute International Security for a period of three months; and,
2. Authorize the City Attorney to review/prepare the necessary documents; and,
3. Authorize the City Manager to execute such documents on behalf of the City.
