RECOMMENDATION
Staff recommends the City Council adopt a resolution approving a Master Agreement with the California Department of Transportation (Caltrans) to receive grant funds to implement the intersection redesign of Overland Avenue, Ranch Road, and Kelmore Avenue (the “Project”), Caltrans No. ATPL-5240(041).
BACKGROUND/DISCUSSION
On August 9, 2021 the City Council approved the Project following multiple community meetings and engagement with the School Safety Committee, which is comprised of representatives from the Culver City Unified School District, the City, and the Walk ‘n Rollers organization.
The Project is located entirely within the public right-of-way at the five-legged intersection of Overland Avenue, Ranch Road and Kelmore Avenue. This location serves significant volumes of pedestrian and bicycle traffic including school traffic generated by students travelling to/from the nearby El Rincon Elementary School. The intersection redesign will enhance safety and implement other operational improvements by establishing a pedestrian refuge island on the easterly leg to break up the existing 102-foot roadway width, thereby shortening the distance that pedestrians and bicyclists are exposed to automobile traffic when crossing the street. Other enhancements include signage, pavement markings and lighting that will improve visibility and increase motorists’ awareness of pedestrians and bicyclists, including school children.
At the California Transportation Commission meeting of October 21-22, 2020, Caltrans awarded the City a 2021 ATP Quick-Build grant in the amount of $157,000 to redesign the Project’s intersection. Prior to receiving the funds however, the City is required to adopt a Resolution approving the attached Master Agreement with Caltrans that contains the terms and conditions in which the grant is received.
FISCAL ANALYSIS
The estimated Project cost is $183,000. Funding is provided by the Caltrans 2021 ATP Quick-Build Project grant in the amount of $157,000, which has a $26,000 matching requirement. Depending on the bid results, the $26,000 match will be met through a combination of staff in-kind time and available funds from the Neighborhood Traffic Management Program, Account No. 41780000.619800.PZ599.
Depending on the bid results, implementation of some of the improvements may be carried out by in-house Public Works crews to reduce Project costs.

That the City Council:
1. Adopt a resolution approving a Master Agreement with Caltrans to receive grant funding to implement an intersection redesign of Overland Avenue, Ranch Road and Kelmore Avenue, Caltrans No. ATPL-5240(041); and
2. Authorize the City Attorney to review/prepare the necessary documents; and
3. Authorize the City Manager to execute such documents on behalf of the City.
