RECOMMENDATION
Staff recommends the City Council approve a professional services agreement with AZ Construction, Inc. (dba Ace Fence Company) in the amount of $85,000.00, for the repair, replacement and modification of fencing at Culver City Park.
BACKGROUND/DISCUSSION
Parks, Recreation and Community Services (PRCS) Department staff has identified the urgent need for multiple fencing repairs, replacements and modifications at Culver City Park. The primary work site is the Culver City Park ball fields. However, other areas in Culver City Park may also be included in the scope of work. The repairs, replacements and modifications may include, but are not limited to:
• Furnish & install galvanized chain link gates, including all fittings, footings, and hardware
• Repair and re-hang existing gates
• Remove & install with new galvanized chain link fence, including new posts and footings
• Make various repairs to existing galvanized chain link fence by adding guide wires, brackets, and rails for supports
• Furnish and install windscreens in specified locations to cover the top, back and sides of existing chain link fencing, including on batting cages and dugouts
• Create and install, with all necessary material, new 36” lockable doors to create new field access entrances
• Install new galvanized chain link fence, poles and supports to enclose pitcher’s warm-up cage
Three Fencing Contractors were asked to provide a quote for the work. Ace Fence Company provided a proposal to conduct the fencing work. The other two Contractors declined to provide a quote.
Culver City Municipal Code (CCMC) Section 3.07.065.A states that the City may award purchase orders and contracts in any amount for professional or personal services without complying with the provisions of this Subchapter; provided, the purchase order or contract shall be based upon competitive quotations, whenever practical, as determined by the City Manager. Due to the project’s exigency, it was determined formal quotes were not practical. The PRCS Department surveyed various prior City vendors to obtain pricing and received a quote for service from Ace Fence Company that was comparable to prior City awards as well as in line with the project timeline. Per CCMC Section 3.07.065.C.5, this project falls under the category of personal services, which includes the repair and maintenance of equipment, machinery or other City-owned personal property.
Parks Division staff will do the fencing inspection upon completion of the work.
FISCAL ANALYSIS
There are currently sufficient funds in account number 10130300.619800 (Parks Division / Other Contractual Services) for the necessary fencing repairs, replacements and modifications.

That the City Council:
1. Approve a professional services agreement with AZ Construction, Inc. (dba Ace Fence Company) in the amount of $85,000.00, for the repair, replacement and modification of fencing at Culver City Park;
2. Authorize the City Attorney to review/prepare the necessary documents; and,
3. Authorize the City Manager to execute such documents on behalf of the City.
