RECOMMENDATION
Staff recommends that the Civil Service Commission continue the public hearing on the following matter to February 2, 2022: (1) Consider Amendments to the Civil Service Rules (Rules), Rule 3, and (2) Make Recommendations to the City Council for Approval and Adoption of Amendments.
PUBLIC HEARING PROCEDURES
The following procedure was completed at the meeting of August 4, 2021:
1. The Civil Service Commission, by majority vote, continued the public hearing to September 1, 2021.
The following procedures were completed at the meeting of September 1, 2021:
1. The Civil Service Commission opened the public hearing and received public comment.
2. The Civil Service Commission, by majority vote, continued the public hearing to October 6, 2021.
The following procedures were completed at the meeting of October 6, 2021:
1. The Civil Service Commission, by majority vote, continued the public hearing to November 3, 2021.
The following procedure was completed at the meeting of November 3, 2021:
1. The Civil Service Commission, by majority vote, requested the public hearing be re-noticed and brought back to the Commission at a future date.
The following procedures were completed at the meeting of December 1, 2021:
1. The Civil Service Commission opened the public hearing and received public comment.
2. The Civil Service Commission, by majority vote, continued the public hearing to a future meeting.
BACKGROUND/DISCUSSION
At the June 2, 2021 Civil Service Commission (Commission) meeting, staff presented possible Rules for amendment and options for the Commission to begin the Civil Service Rules amendment process. Following a discussion, the Commission appointed two Commissioners to serve as an ad hoc Subcommittee to review the proposed list of Rules for review and return to the full Commission with recommendations for proposed Rules amendments. The Subcommittee met with staff on June 24, 2021, July 7, 2021, August 18, 2021, September 23, 2021, October 21, 2021, and December 14, 2021. The Subcommittee reviewed and updated the draft of Rule 3 and requested staff provide the draft to the City’s bargaining units for their review prior to the full Commission receiving it at next regular meeting for a Public Hearing.
On August 4, 2021, the Civil Service Commission continued the public hearing to September 1, 2021. On September 1, 2021, the Civil Service Commission opened the public hearing, heard public comment, and continued it to October 6, 2021. On October 6, 2021, the Civil Service Commission unanimously voted to continued it to November 3, 2021. On November 3, 2021, the Civil Service Commission unanimously voted to have the public hearing re-noticed and placed on a future agenda. On December 1, 2021, the Civil Service Commission opened the public hearing, heard public comment, and continued it to the next meeting. Staff recommends the Civil Service Commission again continue the public hearing to February 2, 2022 to allow the Staff to continue reviewing the Rule 3 with the bargaining units.

Continue the public hearing to February 2, 2022 regarding the following matter: (1) Consider Amendments to the Civil Service Rules, Rule 3; and (2) Make Recommendations to the City Council for Approval and Adoption of Amendments.
