RECOMMENDATION

 

Staff recommends that the Parks, Recreation and Community Services (PRCS) Commission (1) discuss Parks and Water Bond Act of 2018 (Proposition 68) Per Capita funded projects at Lindberg Park; and (2) consider making a recommendation to the City Council endorsing the project that receives the majority community vote.

 

 

BACKGROUND

 

This Per Capita Program is part of the Parks and Water Bond Act of 2018 (Proposition 68), placed on the ballot via Senate Bill 5 (DeLeon, Chapter 852, statutes of 2017), and approved by voters on June 5, 2018.  Funds for the program were appropriated via State Budget item 3790-101-6088(b).  The Program is administered by the State of California Department of Parks and Recreation Office of Grants and Local Services (OGALS).  Funds are provided for two programs, as described below:

 

General Per Capita Program (Type 1):  Funds are available for local park rehabilitation, creation, and improvement grants to local governments on a per capita basis. Grant recipients are encouraged to utilize awards to rehabilitate existing infrastructure and to address deficiencies in neighborhoods lacking access to the outdoors.

 

Urban County Per Capita Program (Type 2):  Additional funds are available for Per Capita grants to cities and districts in urbanized counties (a county with a population of 500,000 or more) providing park and recreation services within jurisdictions of 200,000 or less in population. An entity eligible to receive funds under this subdivision shall also be eligible to receive funds available under the General Per Capita Program.

 

Projects that do not serve severely disadvantaged communities (median household income less than 60% of the statewide average) must include 20% match from the grantee.  This match requirement is determined on a site-by-site basis.  The California State Parks Per Capita Match Calculator, an online mapping program, must be used to determine whether or not a project serves a severely disadvantaged community.

 

 

DISCUSSION

 

The City of Culver City was allocated $177,952 in Type 1 Per Capita Funds and $24,553 in Type 2 Per Capita Funds for a total allocation of $202,505.  Staff discussed potential projects for the use of these funds with Commission Members during both the February 2, 2021 and the April 6, 2021, PRCS Commission meetings.  Similar discussions were held with the City Council during the PRCS Department’s budget presentations to the City Council.  Subsequently, it was determined that the Lindberg Park Stone House and Park Improvement Project is the best fit for Proposition 68 Per Capita Grant funding.

 

The Lindberg Park Stone House HVAC Upgrade is the primary project.  This is a long-overdue improvement and is not subject to a community vote.  The upgrade will greatly improve the functionality of the Stone House.  It includes a new air conditioning unit with an upgraded heating unit and a new electrical panel to support this system.

 

It is anticipated that the Stone House HVAC Upgrade will cost approximately 50% of the total budget of $253,132 (see Fiscal Analysis section form more detail).  Therefore, the community is being given the option of choosing between two other potential projects for the use of the remaining funds:  the Rehabilitation of Picnic Area, or, the Expansion of Outdoor Exercise Area.  As part of the voting process, the public will be able to view the proposed options that are attached to this evening’s report. 

 

The Rehabilitation of Picnic Area will improve accessibility and replace outdated features (Attachments 1, 2, and 3).  The rehabilitation includes:

                     Replacing and repositioning benches to meet ADA-accessibility guidelines

                     Replacing the picnic pavilion.  Members of the public may pick one of three colors for the roof when voting, if the rehabilitation of the picnic area is their preferred option.

                     Replace water fountain with a hydration station

                     Create an ADA-accessible path by removing cobblestones and replacing with decomposed granite

                     Multiple barbeques and the hot coal receptacle will be upgraded and replaced

 

The Expansion of Outdoor Exercise Area will add three new exercise stations (Attachments 4 and 5), including:

                     A combination workout station

                     A suspension trainer

                     A balance station

 

The community vote for the selection of one of these options will begin on Thursday, October 7, 2021, and end on Friday, October 15, 2021.  Voting may be done online at www.cuvlercity.org/lindberg68 (note: this link is not activated yet).  Those who prefer to vote by telephone may call (310) 235-6668.  Staff is recommending that the PRCS Commission consider making a recommendation to the City Council endorsing the project that receives the majority community vote.  Staff will then submit the Proposition 68 Per Capita grant application accordingly.  The deadline for submission of the application is December 31, 2021.

 

 

FISCAL ANALYSIS

 

The Proposition 68 Per Capita Grant Program is reimbursement-based.  After it has been determined which of the optional projects has received the majority vote, staff will be requesting that $202,505 be allocated to a Capital Grants (CIP; 423) Fund account for PZ-731 (Lindberg Park) upon the receipt of the fully-executed grant agreement.  Reimbursement of eligible expenditures will be requested in a timely manner per the Proposition 68 Per Capita Grant guidelines.

 

The results of the California State Parks Per Capita Match Calculator for Lindberg Park indicate that the community served does not qualify as severely disadvantaged (median household income less than 60% of the statewide average).  Therefore, this Project must include a 20% match from the grantee.  The match is based on the Project amount, not the Grant amount, and is determined as follows:

 

Estimated Lindberg Park Project Amount (includes contingency): $253,132

Proposition 68 Per Capita Required 20% Match: $50,627

Proposition 68 Per Capita Grant Amount:  $202,505

 

In anticipation of submitting the Per Capita funds grant application, staff requested an allocation of funds during the Fiscal Year 2021/2022 Budget process.  There is currently $50,627 in Park Facilities (419) Funds in Capital Improvement Project account PZ-731 (Lindberg Park) in order to meet the match requirement.
