RECOMMENDATION
Staff recommends the Civil Service Commission continue the public hearing on the following matter to November 3, 2021: (1) Consider Amendments to the Civil Service Rules, Rule 3; and (2) Make Recommendations to the City Council for Approval and Adoption of Amendments.
PROCEDURES:
The following procedure were completed at the meeting of August 4, 2021:
1. The Civil Service Commission, by a majority vote, continued the public hearing to September 1, 2021.
The following procedures were completed at the meeting of September 1, 2021:
1. The Civil Service Commission opened the public hearing and received public comment.
2. The Civil Service Commission, by a majority vote, continued the public hearing to October 6, 2021.
Staff recommends the following procedure for the meeting of October 6, 2021:
1. On a duly made motion and second, the public hearing be continued to November 3, 2021.
BACKGROUND/DISCUSSION
At the June 2, 2021 Civil Service Commission (Commission) meeting, staff presented possible Rules for amendment and options for the Commission to begin the Civil Service Rules amendment process. Following a discussion, the Commission appointed two Commissioners to serve as an ad hoc Subcommittee to review the proposed list of Rules for review and return to the full Commission with recommendations for proposed Rules amendments. The Subcommittee met with staff on June 24, 2021, July 7, 2021, August 18, 2021, and September 23, 2021. After receiving further input from staff and reviewing bargaining unit concerns regarding the last draft of proposed amendments to Rule 3 relating to Classification, the Subcommittee, at its September 23 meeting, requested that staff provide the Subcommittee with a new draft of Rule 3 for review at its next meeting scheduled for October 21, 2021
On August 4, 2021, the Civil Service Commission continued the public hearing to September 1, 2021. On September 1, 2021, the Civil Service Commission opened the public hearing, heard public comment, and continued it to October 6, 2021. Staff recommends the Civil Service Commission again continue the public hearing to November 3, 2021 to allow the Subcommittee to continue their review of Rule 3.
