RECOMMENDATION

 

Staff recommends the City Council 1) approve the final plans for the Transfer Station Push Wall;(Attachment 1);  (2) award a construction contract to Concept Consultant, Inc., as the lowest responsive and responsible bidder, in the amount of $294,150, for the construction of the Culver City Transfer Station Push Wall Project, P-948; and (3) authorize the Public Works Director/City Engineer to approve change orders, for an amount not-to-exceed $29,415 (10% of contract amount) to address unforeseen construction costs.

 

 

BACKGROUND/DISCUSSION

 

The Culver City Transfer Station located on 9255 Jefferson Boulevard was originally constructed in 1984.  Solid waste, recyclable material, and organics waste are collected locally from residential, commercial, and industrial properties within Culver City, and sorted in the facility before being sent to landfills, recycling facilities or composting facilities. Construction and Demolition Materials are also collected by the City and delivered to the transfer station for loading into a larger vehicle to transport to a processing facility.

 

The transfer station is a two-story reinforced concrete structure. City collection trucks dump their loads on the upper level tipping floor and stock pile materials up against the pre-cast concrete wall panels of the existing building.  In order to haul out the debris to various facilities, a large tractor loader pushes the material against the wall to assist picking up the material. The daily loading activity has caused the sections of pre-cast concrete wall to be displaced.  To prevent further structural damage to the building, there is an immediate need to construct a new steel push wall that will be structurally independent from the pre-cast concrete panels.  A structural firm (J.R. Miller & Associates, Inc.) was selected to perform investigation and design of the new steel push wall.  The plans have been reviewed by Building Safety, and a permit is ready to be issued to the Contractor.

 

On July 15, 2021, Environmental Programs & Operations (EPO) staff published a Notice Inviting Bids for the construction of the project.  On August 19, 2021, staff received three bids in the following amounts:

 

 

Staff has thoroughly reviewed the bid documents provided by Concept Consultant, Inc., and determined that the bid is responsive and complete.  Concept Consultant’s bid bond, contractor’s license, and worker’s compensation insurance were reviewed and determined to meet City requirements.  The contractor has previously completed projects for cities of Wilmington, Rosemead, Redondo Beach, and Culver City Transportation Department and are highly recommended by the cities mentioned.

 

Since there are no residents adjacent to the facility and there is a need to maintain the transfer stations operation, the proposed construction hours are from 4pm to 12am.  Construction inspection and testing services will be provided from the City’s approved on-call engineering firms.

 

This project is anticipated to begin in late November 2021 and is expected to be completed by January 2022.

 

 

FISCAL ANALYSIS

 

The project is approved in the current fiscal year Capital Improvement Program, Refuse Improvements, Project No. PZ-948, Transfer Station Improvements (Account No. 20280000.730100).

That the City Council:

 

1.                     Approve the final plans for the Transfer Station Push Wall;

 

2.                     Award a construction contract to Concept Consultant, Inc. as the lowest responsive and responsible bidder, in the amount of $294,150 for the Culver City Transfer Station Push Wall Project, P-948;

 

3.                     Authorize the Public Works Director/City Engineer to approve change orders, for an amount not-to-exceed $29,415 (10% of contract amount), if necessary, to address unforeseen construction costs;

 

4.                     Authorize the City Attorney to review/prepare the necessary documents; and

 

5.                     Authorize the City Manager to execute such documents on behalf of the City.
