RECOMMENDATION

 

The Ad Hoc Mobile Crisis Intervention Subcommittee, consisting of Mayor Fisch and Council Member McMorrin (Subcommittee), recommends the City Council (1) approve a professional services agreement with Critical Response in Supportive Integrated Services for the development on a mobile crisis intervention program to meet the Culver City community’s mental and behavioral health needs, in an amount not-to-exceed $45,000; and (2) provide other direction to the City Manager as deemed appropriate.

 

 

BACKGROUND

 

Under City Council’s direction, the City performed a Public Safety Review during the Summer and Fall of 2020. Staff worked with Solidarity Consulting and the Center for Public Safety Management (CPSM) to assess and make recommendations for how the City will move forward in reimagining public safety.

 

The next step in the process is to retain a qualified consultant to provide project management services, including an experienced project manager, to help the City design a mobile crisis intervention program. The program would include a specially trained team comprised of social workers, medical technicians, and peer advocates, instead of the police department, to meet the community’s mental and behavioral health needs.

 

The City released a Request for Proposals (RFP) for the Mobile Crisis Intervention Program on April 29, 2021. The RFP was posted on the City’s PlanetBids webpage with expanded advertisement. Proposals were due on July 1, 2021.

 

 

DISCUSSION

 

The City received two proposals at the time of the RFP closing. Proposals were evaluated by staff with an emphasis on firms who have experience in designing and implementing similar programs, knowledge and familiarity with mobile crisis response efforts across the country, the ability to build a program complementary to the City’s existing work with mental health and homelessness, and with the vision of designing a program employing a strong anti-racist analysis.

 

A panel composed of the Subcommittee, Assistant City Manager, Housing Administrator, and a representative from the Equity and Human Relations Advisory Committee interviewed the proposers. The panel asked detailed questions to assess the firms’ knowledge and experience, to understand their proposed implementation timeline, and their knowledge of how a mobile crisis program would operate within Los Angeles County.

 

Based on its evaluation, the Subcommittee recommends Critical Response in Supportive Integrated Services to be retained to develop the City’s mobile crisis intervention program. Staff conducted and received one laudatory reference, made multiple attempts to finalize other reference checks in time for this report, and will report at the meeting if other references come through.

 

Critical Responses in Supportive Integrated Services has experience designing and implementing similar programs for several cities in California, has experience as a service provider and administrator, ongoing relationships with providers and services in Los Angeles County, is a participant in Los Angeles County’s Alternatives to Incarceration subcommittees, and will be able to bring together the best practices of such programs to develop a program that meets Culver City’s needs.

 

 

FISCAL ANALYSIS

 

The fee for services are proposed at $45,000. Sufficient funding is appropriated in the Fiscal year 2021/2022 Approved Budget in account 101161100.619800.

MOTION

 

That the City Council:

 

1.                     Approve a professional services agreement with Critical Responses in Supportive Integrated Services for development of a mobile crisis intervention program, in an amount not-to-exceed $45,000; and

 

2.                     Authorize the City Attorney to review/prepare the necessary documents; and

 

3.                     Authorize the City Manager to execute such documents on behalf of the City; and

 

4.                     Provide other direction to the City Manager as deemed appropriate.
