RECOMMENDATION

Staff recommends the City Council adopt a Resolution adding Goal 5 - Equitable to Chapter 5 of the 2020 Bicycle and Pedestrian Action Plan.

BACKGROUND/DISCUSSION

The Bicycle and Pedestrian Action Plan (BPAP) was approved by City Council on June 8, 2020. The BPAP report posted on the City’s website remains titled “Draft.”  In the process of producing a “Final” version of the BPAP, staff reviewed the report again and applied minor formatting edits.  During this editorial process, staff discovered that the term “equity” is repeatedly referenced in the document without presenting equity goals in Chapter 5, Policies (Attachment 1). Consequently, revisions titled “Goal 5 - Equitable” have been developed and proposed to be added to BPAP Chapter 5 (Attachment 2 - See Exhibit A to the proposed Resolution).

Members of the City’s Bicycle and Pedestrian Advisory Committee, as well as representatives of the Culver City Unified School District, Walk n’ Roller School Safety Program, and community groups including Bike Culver City and Women on Bikes, have contributed to developing the proposed BPAP Chapter 5 revisions.

At their August 10, 2021 meeting, the Mobility, Traffic and Parking Subcommittee reviewed and commented on the proposed BPAP Chapter 5: Goal 5 - Equitable and recommended its consideration by City Council for approval.  Consequently, the proposed Resolution was prepared for the City Council to add Goal 5 - Equitable to the approved 2020 BPAP.

FISCAL ANALYSIS

There is no fiscal impact associated with the adoption of the proposed Resolution.
