RECOMMENDATION

 

Staff recommends that the Parks, Recreation and Community Services (PRCS) Commission (1) schedule a PRCS Commission tour of Culver City parks and facilities; and, (2) schedule two community meetings for the Lindberg Park Stone House / Park Rehabilitation Project.

 

 

BACKGROUND

 

Upon the request of the PRCS Commission, PRCS Department staff members accompany the Commissioners on a tour of Culver City parks and facilities (“Parks Tour”).  On behalf of the Commission, staff sends invitations to the Parks Tour to members of the public, City Council members, the City Manager and Culver City School District representatives.  During a typical Parks Tour, staff engages in a dialogue with tour participants, takes them to sites of recent and upcoming capital improvement projects and provides information regarding a variety of issues relating to Culver City parks, facilities, programs and services.

 

 

DISCUSSION

 

Scheduling the Parks Tour

 

On April 6, and again on May 4, 2021, PRCS Commissioners indicated that they would like to take a Parks Tour this year.  On June 1, 2021, the Commission reached consensus that the Park Tour could be held on either June 26 or July 17 at 9:00 a.m., depending upon Commission Member Cuffe’s availability.  Unfortunately, that information was not made available to staff, so this item is coming back before the Commission.

 

Staff will be available to accompany the Commission on a Parks Tour on any one of these two dates, which fall on a Saturday:

 

                     July 17, 2021, beginning at 9:00 AM.  PRCS Director Armando Abrego will not be available to attend the Tour on this date.

                     August 14, 2021, beginning at 9:00 AM.

 

The Proposed 2021 Parks Tour Itinerary is provided as Attachment 1.  If neither one of the above dates works for a quorum of the Commission, individual members and/or a party of no more than two Commission members may either:

 

1.                     Take a self-guided tour of the parks and facilities; or,

 

2.                     Contact either the PRCS Director or the Parks Manager to see if they are available to accompany one or two members of the Commission on a Parks Tour.

 

If one of these options is chosen, those who take a Parks Tour can convey questions or comments to staff and the other Commissioners at a future meeting during “Items from Members/Staff.”

 

If a group tour is scheduled, the Recreation van will not be used for transportation as in previous years.  It is recommended that Commission Members use their own vehicles to participate in the Tour.  Carpooling is encouraged for those who feel comfortable sharing a vehicle with others.

 

Scheduling the Lindberg Park Stone House / Park Rehabilitation Project Community Meetings

 

Staff recommends that the PRCS Commission select one weeknight and one Saturday morning to schedule community meetings to discuss the Lindberg Park Project.  Both meetings will be held at the Stone House at Lindberg Park.  Although these will be noticed PRCS Commission meetings, the only topic on the agenda will be the discussion of the Project.

 

Members of the public will get the opportunity to cast a ballot for their preferred improvements during the meetings.  As with previous park improvement projects, online voting will be available for those who are unable to attend the in-person meetings.  Please note that staff is currently researching whether the Heating, Ventilation, and Air Conditioning (HVAC) improvements may require other structural changes to the Stone House that could appropriate much of the available project funding.

FISCAL ANALYSIS 

 

It is anticipated that neither the Parks Tour nor the community meetings will have a significant impact on PRCS Department staffing and budgetary resources.  There are currently sufficient funds for refreshments for the Tour in account 10130100.517000 (PRCS Administration / City Commission Expenses).
