RECOMMENDATION
Staff recommends the City Council approve an Affordable Housing Internet Connectivity Program Agreement with Ting Fiber, Inc. for an amount not to exceed $247,200; and (2) provide direction to the City Manager on the location of Ting's free public WiFi service.
BACKGROUND
On November 9, 2020, the City Council authorized the City Manager to negotiate and execute an agreement to allow Ting Fiber, Inc. ("Ting"), to construct, own and operate a citywide fiber-optic network. The terms of the agreement were to contain certain community initiatives related to provision of low-cost gigabit internet service to affordable housing, a free wi-fi service location, and free internet service to non-profit organizations. Consistent with that direction, on January 28, 2021, the City and Ting executed a Master Encroachment Agreement that contained the following community initiatives:
