RECOMMENDATION
Staff recommends the City Council (1) consider supporting a Pride Day Event; if desired, designate the event as City-sponsored; and (3) provide direction to the City Manager as deemed appropriate.
BACKGROUND/DISCUSSION
About Pride Month
Lesbian, Gay, Bisexual, Transgender and Queer (LGBTQ) Pride Month is currently celebrated each year in the month of June to honor the 1969 Stonewall Uprising in Manhattan. The Stonewall Uprising was a tipping point for the Gay Liberation Movement in the United States. In the United States, the last Sunday in June was initially celebrated as "Gay Pride Day," but the actual day was flexible. In major cities across the nation the "day" soon grew to encompass a month-long series of events. Today, celebrations include pride parades, picnics, parties, workshops, symposia and concerts, and LGBTQ Pride Month events attract millions of participants around the world. Memorials are held during this month for those members of the community who have been lost to hate crimes or HIV/AIDS. The purpose of the commemorative month is to recognize the impact that lesbian, gay, bisexual, and transgender individuals have had on history locally, nationally, and internationally. In recent years, the City Council has presented Proclamations to commemorate Pride Month. Additionally, at the May 29, 2018 City Council Meeting, the City Council approved the flying of the rainbow flag at City Hall during the month of June 2018.
At the June 7, 2021 City Council Meeting, community member Freddy Puza addressed the City Council to announce the planning of a Pride Day Event. The City Council subsequently gave its consensus to support a Pride Day Event in June 2021 and requested staff agendize an item for City Council’s consideration at its June 14, 2021 meeting.
This request is consistent with the current City Council-adopted Legislative and Policy Platform (LPP) in the area pertaining to Civil and Human Rights. The LPP supports the following efforts:
• Encourage equality, equal pay, marriage equality, religious freedom, immigrant rights, diversity, and social justice.
• Condemn all hateful speech and violent action directed people based on their religious beliefs, their immigration status, their race, their ethnicity, or their sexual orientation.
• Commit to pursuing a policy agenda that affirms civil and human rights and ensures that those targeted on the basis of race, religion, sexual orientation, or immigration status can turn to government without fear of recrimination.
Mr. Puza has requested the Pride event take place in the City Hall Courtyard on Sunday, June 27th from 12 PM to 3 PM; set up would begin at 11 AM and volunteers would break down the event by 5 PM. The Pride event would feature a brief program in addition to the set-up of tables for sponsoring organizations to provide information. Mr. Puza has requested the City provide 15 tables and 30 chairs. He would be using a sound system and has requested access to an outlet in the City Hall Courtyard. The City Manager’s Office has contacted Parks, Recreation, and Community Services Department staff for in-kind assistance to provide and operate the Department’s PA system and potentially assist with providing the tables and chairs (in conjunction with Public Works staff).
If the City supports the event by (a) participating in an official capacity in the planning, preparation or promotion of the event; and (b) contributing 25% of the total estimated costs of the event, or at least $1,000, whichever is less, in the form of funds, labor, staff time, materials, a waiver of fees, or any combination of the foregoing, then the City Council may, if desired, designate the event as City-sponsored.
FISCAL ANALYSIS
There is no fiscal impact to discuss this matter and for the City Council to provide a statement of support for this event. If the City Council were determine to sponsor the event, by authorizing the use of staff time for the planning, preparation and/or promotion of the event, and/or provide fee waivers (if applicable), there would be in-kind City staff costs and/or a loss of fee revenue associated with the event. Staff time and equipment costs would total at least $1,000 to qualify as a City sponsored event.

MOTION
That the City Council:
1. Consider support of a 2021 Pride Day Event in Culver City;
2. If desired, designate the event City-sponsored; provided the City (a) participates in an official capacity in the planning, preparation or promotion of the event; and (b) contributes 25% of the total estimated costs of the event, or at least $1,000, whichever is less, in the form of funds, labor, staff time, materials, a waiver of fees, or any combination of the foregoing; and
3. Provide direction to staff as appropriate.
