RECOMMENDATION
Staff recommends the City Council (1) approve an amendment to the existing parking management agreement with ABM Industries to operate Culver City parking facilities for an additional three-month period; and (2) authorize the City Manager to approve month-to-month extensions thereafter for up to an additional three months (for an aggregate total of up to six months).
BACKGROUND/DISCUSSION
Culver City (“City”) owns and operates the Ince, Cardiff, Watseka and City Hall parking structures and the Canfield, Virginia, Venice and Robertson Boulevard surface parking lots, which total approximately 2,200 parking spaces. The City contracts with a parking manager to operate its parking facilities.
On July 11, 2016, the City Council authorized entering into a five-year agreement with ABM Industries (ABM) to operate the City’s parking structures and lots. The existing agreement expires July 31, 2021.
The City entered into an agreement with Walker Parking Consultants (Walker) to assist with the selection of a parking operator. To date Walker has prepared required documents, including a Request for Proposals (RFP) and worked with the City to issue the RFP. Walker will also review responses to the RFP, assist with finalist interviews and assist with the selection of a finalist. The City Council will be asked to select a parking manager during an upcoming public meeting.
On March 14, 2020, the City declared a public emergency due to the COVID-19 pandemic. The pandemic required ABM to modify parking operations to address health, operational and occupancy impacts among others. Staff recommends the existing agreement be extended three-months, with the option to extend up to an additional three months (up to six months total) to allow parking operations to stabilize once the public emergency is terminated. Stabilized parking operations will ease the transition to a new operator if one is selected. In the event the public emergency is not terminated in six months, staff will return to the City Council if additional amendments to the parking management agreement are needed.
FISCAL ANALYSIS
Funding is included in the current budget and the City Manager’s Proposed Budget for Fiscal Year 2021/2022 for the proposed amendment to the existing parking management agreement.

That the City Council:

3. Authorize the City Attorney to review/prepare necessary documents; and,
4. Authorize the City Manager to execute such documents on behalf of the City.
