RECOMMENDATION
Staff recommends that the Parks, Recreation and Community Services (PRCS) Commission (1) review the 2021 Meeting Calendar and the Upcoming Agenda Items List and make adjustments, if necessary; (2) discuss topics for inclusion in the next PRCS Commission report to the City Council; and, (3) receive and file the report.
BACKGROUND/DISCUSSION
Staff has prepared this report as a standing Agenda Item to give the PRCS Commission Members an opportunity to review the Meeting Calendar for the current year and the Upcoming Agenda Items List which are both provided as Attachment 1.
Staff is recommending that the PRCS Commission begin discussions regarding scheduling dates for public outreach meetings for upcoming grant projects. In order to complete these projects during Fiscal Year 2021/2022, staff has set forth the following timeframes for the community input periods:
• For the Lindberg Park Rehabilitation Project: July - August 2021
• For the El Marino Park Age 2-5 Playground Project: July - September 2021
In addition to online surveys, emails, social media outreach and other means of gathering community input, it is hoped that at least two community meetings per project will be held. One community meeting per project can be hosted at the park where the project will be done. In addition, one meeting per project could be held at a PRCS Commission meeting at Council Chambers.
When planning community meetings, it is important to keep in mind that attendance at all gatherings is limited according to the County’s Risk Level. Right now, Los Angeles County is in the Orange Tier of the State’s Blueprint for a Safer Economy. This limits the number of people that can attend a gathering. The maximum number of people that can attend a gathering in Orange Tier (Tier 3, Moderate Virus Transmission) is:
• Outdoor Gatherings - Maximum of 50 people.
• Indoor Gatherings (STRONGLY DISCOURAGED) - Maximum 25% of occupancy where capacity limits exist, or 25 people, whichever is fewer.
Since both projects are being done in Culver City parks, an outdoor community meeting could be accommodated, weather permitting.
Commission Members may also wish to discuss topics for inclusion in the next PRCS Commission report to the City Council. Any adjustments to the Meeting Calendar and/or the Upcoming Agenda Items List and decisions regarding topics to be included in the next PRCS Commission report to the City Council may be agreed upon by consensus of the Commission. Once consensus has been reached, a motion may be made to receive and file the report.
