RECOMMENDATION
Staff recommends the City Council adopt a resolution authorizing staff to submit applications for Proposition 68 Per Capita Grant funding.
BACKGROUND
This Per Capita Program originates from Proposition 68, placed on the ballot via Senate Bill 5 (DeLeon, Chapter 852, statutes of 2017), and approved by voters on June 5, 2018. Funds for the program were appropriated via State Budget item 3790-101-6088(b). The Program is administered by the State of California Department of Parks and Recreation Office of Grants and Local Services (OGALS). Funds are provided for two programs, as described below:
General Per Capita Program (Type 1): Funds are available for local park rehabilitation, creation, and improvement grants to local governments on a per capita basis. Grant recipients are encouraged to utilize awards to rehabilitate existing infrastructure and to address deficiencies in neighborhoods lacking access to the outdoors.
Urban County Per Capita Program (Type 2): Additional funds are available for Per Capita grants to cities and districts in urbanized counties (a county with a population of 500,000 or more) providing park and recreation services within jurisdictions of 200,000 or less in population. An entity eligible to receive funds under this subdivision shall also be eligible to receive funds available under the General Per Capita Program.
Projects that do not serve severely disadvantaged communities (median household income less than 60% of the statewide average) must include 20% match from the grantee. This match requirement is determined on a site-by-site basis. The California State Parks Per Capita Match Calculator, an online mapping program, must be used to determine whether or not a project serves a severely disadvantaged community.
DISCUSSION
The City of Culver City was allocated $177,952 in Type 1 Per Capita Funds and $24,553 in Type 2 Per Capita Funds for a total allocation of $202,505. Although the action of the Culver City Parks, Recreation and Community Services (PRCS) Commission is not procedurally required, staff discussed potential projects for the use of these funds with Commission Members during both the February 2, 2021 and the April 6, 2021, PRCS Commission meetings. During the March 1, 2021, PRCS Department Work Plan and Grant presentation to the City Council, staff recommended the El Marino Park Age 2-5 Playground Rehabilitation for Proposition 68 Per Capita Grant funding. However, after reviewing the long-term grant obligations for both this grant and the Measure A Per Capita Grant, it was determined that the Lindberg Park Stone House and Park Improvement Project is a is a better fit for Proposition 68 Per Capita Grant funding.
The Lindberg Park Stone House and Park Improvement Project will be developed based on extensive community outreach during July and August, 2021. Potential components of the project to be discussed with the community include, but are not limited to:
At the Stone House (to improve functionality):
• New air conditioning unit with an upgraded heating unit
• New electrical panel to support this system
• Shade structure in the patio area
At Lindberg Park Picnic Pavilion (to improve accessibility and replace outdated features):
• Replace and reposition benches under picnic pavilion to meet ADA-accessibility guidelines
• Replace roof of pavilion
• Replace water fountain with a hydration station
• Create an ADA-accessible path by removing cobblestones and replacing with decomposed granite
• Remove non-functional cobblestone grill and install a new hot coal receptacle
In other areas of Lindberg Park (to improve functionality and accessibility)
• Create an ADA-compliant walking path around perimeter of larger field which incorporates no-spill safety lighting
• Add additional parcourse (outdoor exercise) equipment
• Replace asphalt at basketball courts with cement
• Update restroom signage to meet current ADA guidelines
• Update accessible parking space signage
• If possible, add an additional accessible parking space
FISCAL ANALYSIS
The Proposition 68 Per Capita Grant Program is reimbursement-based. During the Fiscal Year 2021/2022 Budget process, staff will be requesting that $202,505 be allocated to a Capital Grants (CIP; 423) Fund account for PZ-731 (Lindberg Park). Reimbursement of eligible expenditures will be requested in a timely manner per the Proposition 68 Per Capita Grant guidelines.
The results of the California State Parks Per Capita Match Calculator for Lindberg Park indicate that the community served does not qualify as severely disadvantaged (median household income less than 60% of the statewide average). Therefore, this Project must include a 20% match from the grantee. The match is based on the Project amount, not the Grant amount, and is determined as follows:
Estimated Lindberg Park Project Amount (includes 10% contingency): $253,132
Proposition 68 Per Capita Required 20% Match: $50,627
Proposition 68 Per Capita Grant Amount: $202,505
Staff will be requesting that $50,627 in Park Facilities (419) Funds be allocated to PZ-731 (Lindberg Park) for this Project during the Fiscal Year 2021/2022 Budget process in order to meet the match requirement.
