BACKGROUND/DISCUSSION
In response to community concerns regarding operational and safety conditions, especially regarding pedestrian crossings at the Overland/Ranch/Kelmore intersection, the Public Works Mobility and Traffic Engineering Division sought ATP Quick-Build grant funds to trial a redesign of the intersection and obtain community’s feedback. The City’s application was approved for a grant award in the amount of $157,000 to fund the temporary construction of the redesign concept.
Quick-Build projects seek to demonstrate temporary improvements that enhance multi-modal traffic safety and operations. The demonstration period gives the City the opportunity to obtain additional input from the community regarding the temporary redesign, which in turn will serve to improve the concept design and ensure that the final design and permanent construction will be the product of collaboration and consensus.
To create the temporary design that will be in place during the demonstration period, the City proposes to use pavement markings, signs, and delineators. Boxed trees equipped with an irrigation system was also considered, but not supported by the neighboring community.
In response to the community’s requests, staff also proposes to add two street lights at the intersection, replace and upgrade the flashing beacon, and upgrade some of the stop signs with LED lighting in order to enhance visibility, especially at night.
The temporary Quick Build re-design is expected to enhance safety for all users of the intersection, while preserving existing parking, adding high-visibility crosswalks, and beautifying the gateway to/from the Culver Crest Neighborhood.
On January 14, 2021 and March 4, 2021, the Public Works Department held community meetings with area residents in order to listen to the community’s concerns and receive feedback on early drafts of the project concept plans. Staff has since made revisions to the plans in response to the community’s input.

This temporary demonstration project is funded by ATP Quick-Build grant funds in the amount of $157,000.

RECOMMENDATION
Staff recommends that the Mobility, Traffic and Parking Sub-Committee:
(1) Hear a presentation of plans and review of community outreach for the trial of a temporary redesign of the intersection of Overland/Ranch/Kelmore funded by an ATP Quick-Build Grant awarded to the Mobility & Traffic Engineering Division of the Public Works Department; and
(2) Provide direction to staff.
