RECOMMENDATION
Staff recommends that the Civil Service Commission (Commission) discuss and appoint a new Ad Hoc Subcommittee to review certain Civil Service Rules (Rules) for possible revision.
BACKGROUND/DISCUSSION
At the Commission’s January 2, 2019 regular meeting, the Commission determined to begin the review process of certain Civil Service Rules. The Commission appointed two members, Chair Daly Redholtz and Commissioner Kuechle, to serve on a Civil Service Rules Amendment Ad Hoc Subcommittee (Subcommittee) for the purpose of reviewing the current rules and presenting recommended revisions to the full Commission.
At the Commission’s May 1, 2019 regular meeting, the Commission nominated and appointed new members of the Subcommittee in light of then Chair Daly Redholtz stepping down from the subcommittee. This action was considered given that the Subcommittee’s work on the Rules Amendment project would not conclude prior to the end of then Chair Daly Redholtz term scheduled to end on June 30, 2019. The Commission selected and appointed then- Vice Chair Vera and Commissioner Kuechle. The Subcommittee met with staff to discussed proposed revisions; however, due to a lack of resources and the City’s shift in priorities considering the COVID-19 pandemic, the project was placed on hold.
At the Commission’s March 11, 2021 special meeting, Vice-Chair Kuechle requested that the Commission’s project to review certain Civil Service Rules be reconvened. The Subcommittee appointed in May 2019 had dissolved due to Albert Vera’s election in November 2020 to the City Council. Therefore, the purpose of tonight’s agenda item is for the Commission to discuss the request from Vice-Chair Kuechle, and if so desired, the Commission may nominate and appoint new member(s) to the Subcommittee.
