RECOMMENDATION:
Staff recommends the City Council adopt a Resolution (Attachment 1) approving a General Services Agreement (GSA) with the County of Los Angeles for the period July 1, 2021 through June 30, 2026 (Attachment 2).
BACKGROUND/DISCUSSION:
The City of Culver City has entered into a General Services Agreements (GSA) with the County of Los Angeles for many years. A search of City Council minutes indicated the City Council approved prior Agreements on May 13, 1996, May 14, 2001, April 10, 2006, February 28, 2011, and most recently on May 23, 2016. The current agreement will expire on June 30, 2021.
GSAs have been executed with most cities within Los Angeles County, and services are only provided by the County if requested, in writing, by the City. Examples of the various services offered by the County under the Agreement include (but are not necessarily limited to): prosecution of city ordinances, direct assessment collections, and a variety of public works items. Specifically, the City’s Industrial Waste plan check and inspection expenses are done under the General Services Agreement, and that expense totals approximately $125,000/annually. The County has also provided specialized services such as repair to damaged ornamental steel fencing on City bridges caused by vehicular accidents in the past.
FISCAL ANALYSIS:
The adoption of the proposed Resolution does not, by itself, create a fiscal impact. Any services provided under this agreement would be paid for through appropriations contained in the City Council adopted budget.
