RECOMMENDATION

Staff recommends the General Plan Advisory Committee 1) observe the administration of the oath of office to Committee Member DjeDje; 2) select an Interim Vice-Chair; and 3) receive a presentation on and discuss parks, recreation, and open spaces conditions in Culver City.

BACKGROUND

The GPAC has received presentations on, and discussed, Culver City’s existing conditions, issues, and opportunities on several topics related to the General Plan Update (GPU), including:

-Equity, community safety, and policing on June 30, 2020 and September 17, 2020

-Socioeconomic and market/economic conditions and the arts, culture, and creative economy on July 9, 2020

-Housing on August 13, 2020

-Land use and community design on August 13, September 10, and October 8, 2020

-Transportation and mobility on November 12, 2020

-Sustainability and climate change on December 10, 2020

DISCUSSION

1.                     Oath of Office

Staff will coordinate with Committee Member DjeDje to take her Oath of Office before the meeting, if possible. If unable to do so for any reason, she will be sworn in at the start of the meeting.

2.                      Selection of an Interim Vice-Chair

GPAC Members should consider if they want to select an Interim Vice-Chair to replace Member McMorrin, who was elected to the City Council, creating a vacancy on the GPAC. Per the GPAC Bylaws, the seat would be Interim as the Vice-Chair term ended before the regularly scheduled election for Chair and Vice-Chair at the July 2021 regular meeting. The GPAC does not have a formal policy for the Chair and Vice-Chair election, so Members can nominate themselves, and the election is at the discretion of the GPAC.

Chair Opens Nominations for Vice-Chair

The Chair announces that this is the time and place to receive nominations for Interim Vice-Chair, calls for nominations, closes the nominations, and calls for the vote.

Recommended Motion: That the GPAC select Committee Member ________________ as Interim Vice-Chair of the GPAC until the regularly scheduled election at the regular July GPAC meeting.

3.                      Presentation on and Discussion of Parks, Recreation, and Open Spaces Conditions in Culver City.

The team from Raimi + Associates, the GPU consultants, will lead a discussion based on findings derived from existing conditions analyses, conversations with City staff, and results from community engagement to date.

Because this meeting will not cover existing conditions as in-depth as previous GPAC meetings, it is very important that Members take at least 15-20 minutes to review background information on parks, recreation, and open space in Culver City. Links to background and further information are in Attachment 1.
