RECOMMENDATION
Staff recommends the City Council adopt a resolution amending the regular meetings of the City Council for the calendar year 2021 and rescinding Resolution No. 2020-R114 (Attachment 1).
BACKGROUND/DISCUSSION
At the City Council meeting of November 9, 2020, Resolution No. 2020-R114 was adopted setting the regular meetings for calendar year 2021.
Charter Section 608 authorizes the Council to determine the regular meeting dates of the City Council by ordinance or resolution and adjourn any regular meeting to a date certain. Once the meeting dates are established by adoption of the proposed Resolution, they may only be changed by adoption of a subsequent resolution at a regular meeting of the City Council.
The meeting dates set by Resolution No. 2020-114 did not include the meeting times for the budget meetings; therefore, the meeting dates are being updated to reflect the start times for all non-budget meetings to be 7:00pm and 3:00pm for the budget work plan and presentation meetings. (See Exhibit A to the proposed Resolution.)
During review of the meeting dates, it was discovered that a special election would be held on March 2, 2021. To allow the opportunity for all to vote, staff recommends removing March 3, 2021 from the list, with the knowledge that the work plans have been completed in two days for the last several years.
Finally, the second meeting in March was originally scheduled for the third Monday to accommodate the CCUSD spring recess, which begins on the 4th Monday, March 22, 2021. Because COVID-19 still restricts some travel, staff recommends considering changing the meeting date back to the more typical date of March 22, 2021.
The proposed Resolution outlines the revised dates and times for City Council to consider as the Regular City Council meeting dates/times for the remainder of calendar year 2021. These dates are presented to City Council for approval and, as discussed, may be further amended by a subsequent resolution of the City Council.
