RECOMMENDATION

 

Staff recommends the City Council (1) allocate Community Development Block Grant (CDBG) funds for Fiscal Year (FY) 2021/2022; (2) adopt a resolution authorizing the filing of the FY 2021/2022 application for funding from the CDBG program (Attachment No. 1); and (3) approve a CDBG Reimbursable Contract with the County of Los Angeles (County) concerning Culver City’s FY 2021/2022 CDBG Allocation.

 

 

BACKGROUND/DISCUSSION

 

CDBG funding for FY 2021/2022 is anticipated to be approximately $212,100.  The actual amount of FY 2021/2022 funding will be determined by the County in March 2021 after remittance of the City’s CDBG application (Attachment No. 3, ii). 

 

CDBG rules allow for up to twenty percent (20%) of the total available CDBG funds to be allocated for funding salaries of eligible public service staff positions.  The Recreation & Community Services Coordinator (the former Disability and Social Services Specialist) position in the Parks, Recreation & Community Services Department has been partially funded with CDBG funds for the past thirty-three years. 

 

The remaining funds must be used for eligible capital improvement projects.  Due to the continuous tightening of CDBG program requirements and Culver City’s demographic conditions, eligible capital improvement projects are limited to projects serving the elderly and disabled, such as sidewalk and curb ramp repairs to meet compliance requirements of the Americans with Disabilities Act (ADA).  Funds therefore may be used for the City’s ADA Transition Plan, but not to construct playgrounds, recreational facilities or to fund after-school programs for youths (Attachment No. 2).

 

Ongoing Social Service Project:

 

Priority No. 1: Recreation & Community Services Coordinator Salary (~$44,000)

 

The Recreation & Community Services Coordinator (the City’s Disability and Social Services Specialist) position in the Parks, Recreation & Community Services Department has been partially funded with CDBG funds for the past thirty-three years.  This staff member assists residents with disabilities by identifying, implementing, conducting and facilitating available community resources and services.  Funding this staff position to the maximum permissible amount is supported and recommended by the Disability Advisory Committee and the Parks, Recreation & Community Services Department.

 

Proposed Capital Improvement Project(s):

 

Priority No. 2: Contingency for current DBG Project No. 602150-19 ADA Transition Project ($30,000).  This adds additional funding to the ADA Transition Project for uplifted sidewalks and curb repairs.

 

Priority No. 3: Contingency for current DBG Project No. 602212-20 ADA Transition Project ($35,000).  This adds additional funding to the ADA Transition Project for curb repairs.

 

Priority No. 4: New ADA Transition Project ($50,000).  This provides funding to the ADA Transition Project for seven (7) additional curb ramp repairs.  The City is required to upgrade curb ramps to meet current ADA standards whenever the City overlays or resurfaces an adjacent roadway.  This proposed project will upgrade curb ramps that are not compliant with current ADA standards at the following locations in the numbers indicated:

 

                     Rhoda Way and Cota Street on Lindberg Park (1 ramp)

                     Rhoda Way and Ocean Drive on Lindberg Park (1 ramp)

                     Coombs Ave and Franklin Ave on Coombs Park (2 ramps)

                     Coombs Ave and Farragut Ave on Coombs Park (2 ramps)

                     A St and Irving St (1 ramp)

 

Priority No. 5: New ADA Access Project ($7,500).  This provides funding for a concrete walkway to provide ADA access at Coombs Park.

 

Priority No. 6: New ADA Transition Project ($45,600).  This provides funding to the ADA Transition Project for thirty-eight (38) additional sidewalk uplift repairs.  This proposed project will repair uplifted sidewalks that are not compliant with current ADA standards at the following locations:

The total estimated cost for all proposed 2021/2022 projects is $212,100.  The proposed projects will be funded with CDBG Funds, or the full amount of all remaining unallocated FY 2021/2022 CDBG funds available after allocation of the maximum permissible amount for the proposed Social Services Program. 

 

 

FISCAL ANALYSIS

 

The use of CDBG funding reduces the demand on the General Fund in a dollar-for-dollar amount.  Funding for the DSS staff position will be supplemented by the General Fund.

MOTION

 

That the City Council:

 

1.                     Allocate funding for the proposed FY 2021/2022 CDBG projects; and,

 

2.                     Adopt a resolution authorizing the filing of the FY 2021/2022 application for funding from the CDBG Program, including all certifications; and,

 

3.                     Designate the City Manager as the authorized City official to execute and file all documents pertaining to the CDBG program, including making minor adjustments to project funding to address the actual FY 2021/2022 CDBG Allocation; and,

 

4.                     Approve the CDBG Reimbursable Contract with the County of Los Angeles concerning Culver City’s FY 2021/2022 CDBG Allocation; and,

 

5.                     Authorize the City Attorney to review/prepare the necessary documents; and,

 

6.                     Authorize the City Manager to execute such documents on behalf of the City.
