BACKGROUND/DISCUSSION

In response to community concerns regarding operational and safety conditions especially regarding pedestrian crossings at the Ranch/Kelmore/Overland intersection, the Mobility and Traffic Engineering Division sought ATP Quick-Build grant funds to trial a redesign of the intersection and obtain community’s feedback. The City’s application was approved for a grant award in the amount of $157,000 to fund the temporary construction of redesign concept.

Quick-Build projects seek to demonstrate temporary improvements that enhance multi-modal traffic safety and operations. The demonstration period gives the City the opportunity to obtain additional input from the community regarding the temporary redesign. This community input will serve to improve the concept demonstrated, so that the final design will be the product of collaboration and thereby serve to achieve community support of the final construction.

To create the temporary design that will be in place during the demonstration period, the City proposes to use pavement markings, signs, boxed trees, and potted plants. An irrigation system will be installed to water the boxed trees and potted plants, and the area will continue to be maintained by the City.

The temporary Quick Build re-design is expected to enhance safety for all users of the intersection, while preserving existing parking, adding high-visibility crosswalks, and beautifying the gateway to/from the Culver Crest Neighborhood.
