RECOMMENDATION

Staff recommends the City Council approve a Professional Services Agreement with Biggs Cardosa and Associates in an amount not-to-exceed $880,368 for construction management and construction inspection services for the Higuera Street Bridge Replacement Project, PZ553, BHLS 5240(026).


BACKGROUND/DISCUSSION

In May 2020, the City received $6,439,538.30 in Highway Bridge Project (HBP) funds for construction of the Higuera Street Bridge Replacement Project. Staff subsequently released a Request for Proposals (RFP) for construction management and inspection services and received nine proposals. Three registered Civil Engineers in the Public Works Department/Engineering Division reviewed the nine proposals, interviewed the final three firms, and unanimously determined that Biggs Cardosa Associates (BCA) as the most qualified firm to manage and inspect this project. Staff successfully negotiated the fee proposal with BCA to a lower amount for it be within the budget of the project. Staff contacted all the references and they provided favorable reviews of BCA.
