RECOMMENDATION
Staff recommends the City Council (1) award a construction contract to Crosstown Electrical & Data, Inc., as the lowest responsive and responsible bidder, in the amount of $507,670 for the construction of Network-Wide Traffic Signal Systems Performance Measures Project, PL-008; and (2) authorize the Public Works Director/City Engineer to approve change orders in an amount not-to-exceed $178,000 (35%).
BACKGROUND/DISCUSSION
The purpose of this project is to enhance the Adaptive Traffic Control System (ATCS) in order to provide further improvements to traffic flow and minimize delays along the major arterials through Culver City. This is done by network-wide signal systems synchronization and upgrading the detection at key intersections with an arterial performance measurement system. With the arterial performance measurements, the real-time performance data will provide information to the ATCS for enhanced network optimization.
Advantec completed the design of the construction plans and specifications through the on-call traffic engineering contract with the City. On May 11, 2020 the City Council approved the plans and specifications and authorized the publication of a notice inviting bids.
The competitive bid procurement was posted on PlanetBids on August 27, 2020. On September 17, City’s Purchasing Division opened the bids and below is a summary of the bid proposals received:

Staff reviewed the bid proposal of the apparent lowest bidder, Crosstown Electrical & Data, Inc., and found the bid documents responsive and complete. Its bid bond, contractor’s license, and worker’s compensation insurance were reviewed and determined to meet City requirements. Crosstown Electrical & Data, Inc. has worked for City of Culver City as subcontractor on various Intelligent Transportation System projects (Traffic Monitoring CCTV Camera System and Adaptive Traffic Signal Control System) with great results.
Staff recommends the City Council award the contract to Crosstown Electrical & Data, Inc., and authorize the Public Works Director/City Engineer to approve change orders in the amount not-to-exceed $178,000 (35%), if necessary for unforeseen conditions, and for additional project enhancement work as needed due to favorable bid price received and available grant funding.
Project management will be performed by Public Works Department/Engineering Division. Construction engineering support will be performed by a consultant firm to be selected from the list of on-call engineering companies.
FISCAL ANALYSIS
Metro will fund 80% of the project cost up to $989,517 using Los Angeles County Proposition C competitive grant funds that were awarded to the City from a Metro Call For Projects process. The required $247,379 (20%) local match is funded by Playa Vista Development Traffic Mitigation funds. As of 9/30/2020, out of the $989,517 Metro grant, $399,981 has been spent in project development, design and citywide signal timing update, leaving a balance of $589,535 for construction.

2. Authorize the Public Works Director/City Engineer to approve change orders in an amount not to-exceed $178,000 (35%); and,
3. Authorize the City Attorney to review/prepare the necessary documents; and,
4. Authorize the City Manager to execute such documents on behalf of the City.
