RECOMMENDATION
Staff recommends the City Council (1) award a construction contract in the amount of $149,724 to Pacific Tennis Courts Inc., as the lowest responsive and responsible bidder, for the Veterans Memorial Park Basketball Court Replacement Project, PZ-640; and, (2) authorize the Public Works Director/City Engineer to approve change orders in an amount not-to-exceed $30,000 (20%).
BACKGROUND
The Project is to demolish and reconstruct two basketball courts at the Veteran’s Memorial Park. The new basketball courts will preserve the existing courts’ dimension and size due to site constraints; however, it will be reconstructed using PCC concrete material (verses the existing asphalt pavement) for a longer life span. Additionally, the PCC concrete will be able to better withstand annual park events such as Fiesta La Ballona, Culver City Car Show, and similar affairs.
On March 9, 2020, the City Council approved the plans and specifications, and authorized the publication of a notice inviting bids for the Veteran’s Basketball Court Replacement Project, PZ-640.
DISCUSSION
On August 13, 2020, Staff published the Notice Inviting Bids on the City’s website and on PlanetBids. On September 3, 2020, bidding was completed by third party vendor, PlanetBids. Eight contractors responded with the following bid amounts:

Staff reviewed the bid documents and determined Pacific Tennis Courts Inc. submitted the lowest responsive total base bid. Its bid bond, contractor’s license, and worker’s compensation insurance were reviewed and determined to meet City requirements. Pacific Tennis Courts Inc. has successfully completed many similar projects in neighboring cities with satisfactory performance as confirmed through staff’s reference check.
Construction is scheduled to commence November/December 2020 and is expected to be substantially completed in February/March 2021. The basketball courts at the Veteran’s Memorial Park will be closed during construction, and temporary fencing will be installed to protect park patrons.
The material and soil testing service providers will be selected from the City’s pre-approved on-call consultant list.
FISCAL ANALYSIS
The Project is funded by the City’s Funds which set-aside funding specifically for park and recreation projects. There are currently sufficient funds in Account # 419.CIP.80000.730100.PZ640 (Park Facilities Funds / Improvements Other Than Buildings / Resurface-Restripe Courts) for the Veterans Park Basketball Court Replacement Project.

MOTION
That the City Council:
1. Award a contract to Pacific Tennis Courts Inc. as the lowest responsive and responsible bidder, for the Veterans Memorial Park Basketball Court Replacement Project, PZ640 in the amount of $149,724; and,
2. Authorize the Public Works Directory/City Engineer to approve change orders in the amount not-to-exceed $30,000 (20%); and,
3. Authorize the City Attorney to review/prepare the necessary documents; and,
4. Authorize the City Manager to execute such documents on behalf of the City.
