RECOMMENDATION
Staff recommends the City Council (1) award a construction contract to Elecnor Belco Electrical, Inc., as the lowest responsive and responsible bidder, in the amount of $1,610,080 for the construction of Traffic Signal Left Turn Phasing and Upgrade Project, PL-007 Federal Aid Project No. HSIPL 5240 (035); and (2) authorize the Public Works Director/City Engineer to approve change orders in an amount not-to-exceed $241,500 (15%).
BACKGROUND/DISCUSSION
The City of Culver City was awarded $2,083,300 in Cycle 7 of the Highway Safety Improvement Program (HSIP) to install protected and protected/permissive left-turn phasing (depending on visibility requirements) at the following intersections:
1. Sawtelle Boulevard/Sepulveda Boulevard;
2. La Cienega Boulevard/Washington Boulevard;
3. La Cienega Avenue-McManus Avenue/Washington Boulevard;
4. Duquesne Avenue-Hughes Avenue/Washington Boulevard;
5. Sawtelle Boulevard/Washington Boulevard;
6. Sawtelle Boulevard/Washington Place;
7. Culver Boulevard/Elenda Street;
8. Bristol Parkway/Green Valley Circle;
9. Sepulveda Boulevard/Washington Place;
10.Sepulveda Boulevard/Washington Boulevard;
11.Centinela Avenue/Washington Boulevard; and
12.Washington Boulevard/Harter Avenue-Washington Place/Washington Boulevard Washington Place/Tilden Avenue.
Kimley-Horn completed the design of the construction plans and specifications through the on-call traffic engineering contract with the City. On May 11, 2020 the City Council approved the plans and specifications and authorized the publication of a notice inviting bids.
The competitive bid procurement was posted on PlanetBids on August 27, 2020. On September 17, City’s Purchasing Division opened the bids and below is a summary of the bid proposals received:

Staff reviewed the bid proposal of the apparent lowest bidder, Elecnor Belco Electrical, Inc., and found the bid documents responsive and complete. Its bid bond, contractor’s license, and worker’s compensation insurance were reviewed and determined to meet City requirements. The company also constructed the City’s last HSIP project in 2017 with satisfactory results. Staff recommends the City Council award the contract to Elecnor Belco Electric, Inc., and authorize the Public Works Director/City Engineer to approve change orders in the amount not-to-exceed $241,500(15%), if necessary, for unforeseen conditions.
Project management will be performed by Public Works Department/Engineering Division. Inspection services will be performed by a consultant firm to be selected from the list of on-call engineering companies.

1. Award a construction contract to Elecnor Belco Electrical, Inc., as the lowest responsive and responsible bidder, in the amount not-to-exceed $1,610,080 for the Traffic Signal Left Turn Phasing and Upgrade Project, PL-007 Federal Aid Project No. HSIPL 5240(035); and,
2. Authorize the Public Works Director/City Engineer to approve change orders in an amount not to-exceed $241,500; and,
3. Authorize the City Attorney to review/prepare the necessary documents; and,
4. Authorize the City Manager to execute such documents on behalf of the City.
