RECOMMENDATION
Staff recommends the Finance Advisory Committee receive a presentation on and discuss public safety in Culver City, with the Chief Advisory Panel (CAP).
BACKGROUND
On June 22, 2020, the City Council Ad Hoc Police Liaison Subcommittee recommended that City Council authorize the development of a task force to review all public safety services, resources, and responsibilities. The City Council ultimately directed the City Manager’s Office to lead a comprehensive study and bring back recommendations to City Council on options to reimagine public safety in Culver City. These recommendations would be made based on collaboration with affected City departments and labor representatives, feedback from the Chief’s Advisory Panel, General Plan Advisory Committee, Finance Advisory Committee, members of the Government Alliance on Race and Equity, and the broader community, as well as other qualitative data collected from City consultants.
DISCUSSION
On July 13, 2020, the City Council approved professional services agreements with the Center for Public Safety Management (CPSM) for services focused on workload and deployment analysis, review of staffing levels and organizational structure, best practices related to core police functions, and the identification of opportunities to reallocate services and resources.
Over the last 60 days, City staff and consultants have conducted several meetings to review and discuss public safety in Culver City.
At the community meeting held on September 17, 2020 staff presented a number of alternatives that other jurisdictions have implemented or are exploring in relation to policing. Some of the options that are being considered include:
• Removing law enforcement from responding to calls for mental health and issues related to homelessness; creating a mobile response team to include mental health professionals such as a licensed therapist, Licensed Vocational Nurse (LVN) and/or Emergency Medical Technician (EMT)
• Creating crisis care facilities in which suicide hotlines, mobile crisis units and care facilities are electronically linked to create a comprehensive system of services to address the first 24 hours of a person’s psychiatric emergency
• Shifting enforcement of traffic violations from police to civilian employees
• Reallocating police department funding to affordable housing, education, community and social services and youth programming
• Establishing civilian oversight bodies
• Various legislative changes related to police use of force and equipment
At tonight’s meeting, City staff and the consultant team will share highlights from their analyses of costs pertaining to various public safety service options. Input and feedback from this meeting will assist in forming the City Manager’s Office recommendations to City Council pertaining to potential public safety resource allocations.
A facilitated discussion will follow the presentations.
