RECOMMENDATION

 

Staff recommends that Council (1) approve a purchase order to Curbtender Sourcewell for the purchase of a Curbtender Pup Collection Vehicle in the amount of $119,391.02 and (2) authorize the Public Works Director/City Engineer to approve change orders in an amount not-to-exceed $5,000.

 

 

BACKGROUND

 

Public Works Environmental Programs & Operation Division (EPO) provides collection services for the city’s pedestrian containers along city streets, the bike paths and at the city’s bus stops five days a week. This service is currently being provided with a reserve scout vehicle and a three cubic-yard waste container attached to the rear. Our scout vehicles are primarily used to retrieve waste containers from subterranean parking structures and properties too small for standard collection vehicles to enter. The current collection process creates a potential hazard for motorists and the vehicle operator. The bin attached to the scout vehicle blocks both the rear indicator and hazard lights used as a safety measure while servicing the pedestrian containers. It is necessary to collect these containers with a vehicle that provides for efficiency in the operation and safety for the staff and other motorists.

After developing plans and specifications for the pedestrian container collection vehicle, staff contacted several vehicles manufactures to identify a vehicle that met the division’s needs. During this process staff evaluated standard and alternative fuel vehicles and determined the Curbtender Pup is the best option. The Curbtender Pup was the only vehicle we found that could achieve the division’s height restrictions and maneuverability needs to service the City’s collection route which includes the path along Ballona Creek, in addition to meeting other requirements.

 

This Curbtender Pup Collection Vehicle will enhance the pedestrian container collections by increasing volume capacity through compaction, self-dumping capabilities, as well as providing additional safety measures with LED warning lights and a backup camera. EPO has recently installed new pedestrian containers along the public right of way with trash and recycling compartments.  This vehicle will save labor time by being able to collect both commodities at the same time along the route. The vehicle is also outfitted with a manual cart tipper that can be used to support our residential collections if needed. Curbtender Inc. is well known for providing solutions for nonstandard size waste collection vehicles and has manufactured refuse collection vehicles since the early 1970s.

Pursuant to Culver City Municipal Code Section 3.07.055.G, the purchase of equipment, goods or supplies is exempt from formal competitive bidding requirements when competitive bid procedures have already been utilized by the City or another public agency or non-profit entity whose main purpose is to help public agencies make purchases; provided, the equipment, goods or supplies are supplied to the City at the same or better price, as was obtained through the competitive bid procedures of that entity. Staff was able to secure competitive pricing from Curbtender Inc through Sourcewell (formerly known as the National Joint Powers Alliance) Contract #09219-CBR consistent with the aforementioned requirements.

 

FISCAL ANALYSIS

During the FY 2019/2020 budget process, Council approved funds in the amount of $165,000 for the purchase of a pedestrian container collection vehicle in Account # 20260400.732100.  This amount has been carried over into FY 2020/2021.

That the City Council:

 

1.                     Approve a purchase order with Curbtender Sourcewell for purchase of Curbtender Pup Collection Vehicle in the amount of 119,391.02; and

2.                     Authorize the Director of Public Works to approve change orders in an amount not-to-exceed $5,000; and

3.                     Authorize the Purchasing Officer to execute such purchase order on behalf of the City.
