RECOMMENDATION

 

Staff recommends that the City Council (1)authorize the City to enter into an agreement with the Metropolitan Water District and the  West Basin Municipal Water District for City’s participation in Metropolitan Water District’s Stormwater for Direct Use Pilot Program, including the receipt of funds in the amount of $500,000 for the construction, monitoring, and reporting for the Culver Boulevard Stormwater Treatment and Filtration Project; and, (2) approve a budget amendment in the amount of $ 500,000 to increase revenue funds available and increase expenditure funds available for participation in this program (Four-fifths vote requirement).

 

 

BACKGROUND/DISCUSSION

 

Metropolitan Water District (MWD) is a public agency of the State of California engaged in transporting, storing, and distributing water in the counties of Los Angeles, Orange, Riverside, San Diego, San Bernardino, and Ventura, within the State of California.

MWD launched the Stormwater for Direct Use Pilot Program (Pilot Program) on January 21, 2020.  The Pilot Program encourages development and monitoring of new and existing direct-use stormwater projects by providing financial incentives up to $500,000 for construction or retrofit of projects and supplemental monitoring and reporting costs. The primary purpose of the Pilot Program is to collect data from several region-wide stormwater projects. The data collected will provide a better understanding of actual stormwater runoff capture volumes, costs, and project performance. The Pilot Program will help evaluate the potential water supply benefits delivered by stormwater capture projects and provide a basis for potential future funding approaches.

 

In January 2020, representatives from the West Basin Municipal Water District (West Basin) contacted Public Works Environmental Programs & Operations (EPO) staff to discuss interest in participating in the Pilot Program.  West Basin discussed the possibility of using the Culver Boulevard Stormwater Treatment & Filtration Project (Project) for the Pilot Program since re-use of the stormwater for irrigation is a component of the Project. West Basin, on behalf of Culver City, submitted an online application for the Culver Boulevard Stormwater and Realignment Project to MWD on January 27, 2020.

 

MWD reviewed the application and determined the project qualified for funding and participation in the Pilot Program.  MWD will provide a maximum of $500,000 for construction, monitoring, and reporting related to the Project. Under the Pilot Program, Culver City shall perform the work on the Project and own the Project and West Basin shall be responsible to MWD for monitoring the Project and reporting to MWD the costs and other deliverables under the Agreement. 

 

 

FISCAL ANALYSIS

 

A budget amendment in the amount of $ 500,000 is requested for participation in the MWD pilot program. Funds received will be deposited in account 434.8000.730100. PR002 Culver Boulevard Stormwater Project. Funds will be expended from account 434.80000. 730100.PR002. A budget amendment requires a four-fifths vote.

MOTION

 

That the City Council:

 

1.                     Authorize the City to enter into an agreement with the Metropolitan Water District and the West Basin Municipal Water District to receive funds in the amount of $500,000 for construction, monitoring, and reporting for the Culver Boulevard Stormwater Treatment and Filtration Project; and

 

2.                     Approve a budget amendment in the amount of $ 500,000 to increase revenue funds in account 434.8000.730100 and increase expenditure funds in 434.80000.730100.PR002. (A budget amendment requires a four fifths vote); and

 

3.                     Authorize the City Attorney to review/prepare the necessary documents; and

 

4.                     Authorize the City Manager to execute such documents on behalf of the City.
