RECOMMENDATION
Staff recommends the General Plan Advisory Committee receive a presentation on and discuss public safety in Culver City, with the Chief's Advisory Panel (CAP), and the Government Alliance on Race and Equity (GARE) employee team.
BACKGROUND
On June 22, 2020, the City Council Ad Hoc Police Liaison Subcommittee recommended that City Council authorize the development of a task force to review all public safety services, resources, and responsibilities. The City Council ultimately directed the City Manager’s Office to lead a comprehensive study and bring back recommendations to City Council on options to reimagine public safety in Culver City. These recommendations would be made based on collaboration with affected City departments and labor representatives, feedback from the Chief’s Advisory Panel, General Plan Advisory Committee, Finance Advisory Committee, members of the Government Alliance on Race and Equity, and the broader community, as well as other qualitative data collected from City consultants.
DISCUSSION
On August 24, 2020, the City released a survey to receive additional information from the community on its perspectives and experiences with the Culver City Police Department and to better understand what services should be prioritized. The survey was developed in consultation with Raimi + Associates. As of September 10, 2020, the survey had received over 2,200 responses.
At tonight’s meeting, City staff and the consultant team will share highlights from the public safety survey, present an overview of the targeted focus group discussions conducted, and provide a presentation on relevant racial equity policy work related to these efforts. Input and feedback from this meeting will assist in forming the City Manager’s Office recommendations to City Council pertaining to potential public safety resource allocations. A facilitated discussion will follow the presentations.
